REV: 07-15-2021 VR <br />Statement of Overriding Considerations <br />If applicable and requested by the City, Consultant will prepare a draft of applicable justification <br />for a possible Statement of Overriding Considerations, pursuant to CEQA Guidelines Section <br />15093. The Statement of Overriding Considerations will rely on input from the City regarding the <br />benefits of the Project. The Statement of Overriding Considerations would be supported by <br />substantial evidence in the record. Consultant will consult with City staff to review and finalize the <br />Statement of Overriding Considerations and will submit the final Statement of Overriding <br />Considerations to the City for adoption. This scope and budget do not include preparation of <br />Statement of Overriding Considerations and a separate budget would be provided if this service <br />is requested by the City. <br />Deliverables: <br />File NOA and NOC to County Clerk and State Clearinghouse (electronic) <br />Submit CDFW fee along with NOD to County Clerk (fee to be paid by City) <br />Task 7A: Project Management and Meetings <br />Consultant will attend various staff and public meetings, such as the scoping meeting, public <br />hearing on the Draft EIR, and adoption hearings. Those meetings are listed below and are <br />associated with the tasks described in detail above. In addition to the meetings listed below, <br />regular communications and status meetings involving the Consultant Project Management team <br />and City staff, either by video/telephone conference call or email, are anticipated throughout the <br />duration of the contract. This task also consists of the ongoing management activities that ensure <br />Consultant’s ability to keep the Project running smoothly, on time, and within budget. <br />Consultant will maintain a Working Project Schedule for the Project in Microsoft Project. The <br />Working Project Schedule will be updated bi-weekly and shared at each Bi-Weekly Project Check- <br />in Meeting. <br />Consultant will ensure information is distributed appropriately, comments regarding Project- <br />related issues are communicated effectively and efficiently, and financial performance is tracked <br />regularly (i.e., invoices). Monthly progress reports will be provided to the City. Consultant’s Project <br />Manager will also ensure that consultation and coordination occur, as needed, with outside <br />agencies and individuals throughout the process. <br />Project Meetings <br />This task assumes Consultant Principal in Charge and Project Manager will attend the following <br />meetings; all meetings are assumed to be held via video conference: <br />One Project Initiation Meeting: one, 1-hour video conference meeting <br />Public Scoping Meeting: one, 2-hours video conference meeting <br />Working meetings with City staff as necessary to discuss comments on the <br />Administrative Draft EIR and Final EIR: two, 2-hour video conference meeting, <br />each <br />Bi-weekly Project Check-in Meetings: eight, 30-minute video conference <br />meetings <br />Planning Commission Hearing: Recommendation to City Council regarding <br />adoption of CEQA Findings and MMRP: one, 2-hour video conference meeting <br />City Council Hearing: Adoption of CEQA Findings and MMRP and certification of <br />EIR: one, 2-hour video conference meeting <br />Additional meetings will each be reimbursed at $2,500 for Consultant’s <br />attendance, with prior authorization by the City. <br />ATTY/AGR.2021/Amend No. 1/Stantec Consulting Services, Inc.
