6.H. - Page 1 of 3 /<;i-ik Redwood CitylCallifornia wended 1967 A&/ DATE: November 19, 2018 SUBJECT STAFF REPORT To the Honorable Mayor and City Council From the City Manager Authorization to advertise to bid for sole sourced product as an alternate bid item — Hoover Synthetic Turf Replacement Project RECOMMENDATION Approve, by motion (and affirmative vote of at least five members of the Council), suspension of Purchasing Ordinance requirements, finding that strict compliance would not serve the public interest as set forth in the staff report, and authorization to include a sole sourced turf replacement product in the bid documents, plans, and specifications for the Hoover Synthetic Turf Replacement Project as an alternate bid item. STRATEGIC INITIATIVE Community for All Ages BACKGROUND The two sports fields at Hoover School are heavily used community facilities. The playing fields are used year round for soccer, baseball, softball, and other field sports by both the local community and visiting tournaments. The turf on both fields was installed approximately eight years ago and has reached the end of its functional life. On September 10, 2018 the City Council approved the Design Services Agreement with Verde Design, Inc. for the project design and preparation of construction documents, bid support, project management, and construction observation for the Project. During the review of the 50% project documents, staff looked closely at the three products currently specified in the project specifications for the turf replacement materials. These three products have been used on the last two turf replacement projects, and all contain similar characteristics and an 8 -year extended warranty. Staff believes that with the escalating costs of replacing turf fields, it would be in the City's interest to include an alternate bid item for a product that provides a 10 -year extended warranty.
