ANALYSIS Current pricing of the Core product by Fieldturf shows that the cost will be approximately $0.20 more per square foot compared to the three turf products already included in the specification. If the City selects the alternate product once bids are received, the increase in initial cost will add $40,000 to the turf field but the life expectancy will increased by two years. The current cost estimate for the project is approximately $1,825,000 or $228,125 per year of turf life for the 8 -year warranty product. The alternate product is estimated at $1,865,000 or $186,500 per year for the 10 -year warranty product. The bid process requires the City to select lowest responsive and responsible bidder, which would be based on the cost of installing the synthetic turf with one of the three current turf products in the specifications. The add alternate bid item would only be selected if the cost is low enough that the additional two years of life expectancy is less than the cost per year of the standard 8 -year warranty products. Even if the bid alternate is not selected for this project it will give staff some valuable insight on current pricing of the Core product, and help to inform considerations of different products on future turf replacement projects. FISCAL IMPACT Cost of up to $1,865,000, which is already included in the approved budget; no additional budget appropriation is required. ENVIRONMENTAL REVIEW This action is not a "project" within the meaning of the California Environmental Quality Act because the activity involves the authorization to advertise a sole sourced product as an alternate bid item and therefore would not result in a direct physical change in the environment or a reasonably foreseeable indirect physical change in the environment. (Public Resource Code § 21065; Guidelines § 15378). Appropriate environmental review would occur at the time of contract award.
