6.1. - Page 1 of 4 <br />/<;i-ik <br />Redwood <br />CitylCallifornia <br />wended 1967 <br />A&/ <br />DATE: November 19, 2018 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />Broaden the Scope of the City Council's Charter Review Sub -Committee and Change Its Name to the <br />Governance Sub -Committee <br />RECOMMENDATION <br />Adopt a resolution to broaden the scope of the Charter Review Sub -Committee and change its name to <br />the Governance Sub -Committee <br />STRATEGIC INITIATIVE <br />Government Operations <br />BACKGROUND <br />Over the years, the City Council has convened a committee to review the City Charter and propose <br />amendments to place on the ballot ahead of municipal elections. This committee facilitates discussion <br />regarding changes to the Charter as necessary or when beneficial for the governance of the City and for <br />Redwood City residents. The most recent iteration of this committee is the Charter Review Sub - <br />Committee. At the City Council meeting on September 24, 2018, the change in responsibilities and name <br />of Charter Review Sub -Committee was raised. <br />Staff is now proposing to officially broaden the scope of the Charter Review Sub -Committee to include <br />other responsibilities in addition to performing Charter review and recommending Charter <br />amendments. The broadened scope includes reviewing pending local, state, and federal legislation and <br />reviewing new and existing City policies related to City Council governance.
