6.1. - Page 2 of 4 <br />ANALYSIS <br />As expanded, the responsibilities of the Charter Review Sub -Committee would be as follows: <br />1) Review and propose amendments to the City Charter; <br />2) Review pending local, state, or federal legislation that has the potential to impact Redwood City <br />residents; and <br />3) Consider new City policies and review and propose changes to existing City policies, as they <br />relate to City Council governance. <br />The City Council does not have a sub -committee that routinely reviews and evaluates pending local, <br />state, or federal legislation. This added responsibility to the new Governance Sub -Committee would <br />provide the City Council with more in-depth analysis of pending legislation and allow the City Council to <br />advocate on matters that have the potential to impact residents. <br />Likewise, the City Council does not have a sub -committee to consider new City policies or review and <br />propose changes to existing City policies, as they relate to City Council governance. This new role would <br />allow the sub -committee to consider new governance policies and to examine existing Council <br />governance policies before bringing a recommendation to the full City Council. <br />The traditional role of the Charter Review Sub -Committee would continue and would be folded into the <br />more inclusive Governance Sub -Committee to give sub -committee members the ability to make more <br />extensive recommendations to the City Council for the benefit of the City and its residents. <br />FISCAL IMPACT <br />Depending on the frequency of meetings, the extent of legislative review, and the extent to which <br />governance policies are modified or developed, minimal to moderate staff time would be needed to <br />implement the desired changes of the new Governance Sub -Committee. Work priorities of staff would <br />need to be re -aligned, but no additional budget appropriation is required at this time. <br />ENVIRONMENTAL REVIEW <br />The proposed action is not a "project" for purposes of CEQA, as that term is defined in CEQA Guidelines <br />Section 15378 because it has no potential for resulting in either a direct or a reasonably foreseeable <br />indirect physical change in the environment. <br />PUBLIC NOTICE <br />Public Notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcitV.org <br />115 <br />
