7.B. - Page 15 of 18 <br />plants or wildlife were identified for the site or the surrounding area in the General Plan. <br />The site also does not contain a creek or waterway. <br />Cultural Resources were analyzed and the EIR found standard conditions of approval for <br />new development would reduce any potential impacts to less than significant levels. The <br />property was developed in 1963 and contains no historic resources. The EIR requires <br />standard conditions of approval on all ground disturbing activities (Mitigation Measures <br />4.5-1a and 4.5-1b) to reduce potential impacts to undiscovered archeological resources to a <br />less than significant level. <br />Geology and Soils were analyzed and the EIR found that existing federal and state <br />programs and the General Plan policies and programs would reduce potential impacts to <br />less than significant. <br />Hazards and Hazardous Materials were analyzed and the EIR found that: <br />• Hazardous Materials - Existing regulations and General Plan policies and programs <br />would reduce the potential impacts of the use, storage, generation, and disposal of <br />hazardous materials to less than significant levels. Any future development or <br />project would be required to complete a Site Health and Safety Plan, Phase II ESA, <br />Hazardous Materials Plan with direction from the Fire Department. All of these <br />measures will ensure that the potential impacts of the project associated with <br />hazards and hazardous materials will be less than significant. <br />• Emergency Response - Implementation of General Plan policies and programs <br />would ensure that potential impacts related to emergency response and fires would <br />be less than significant. Any future development or project would be subject to all <br />the applicable Fire Code requirements. <br />• Flood - Based on Figure 4.8-2 - Area Subject to Flooding and current GIS maps, the <br />project site is not within the Special Flood Hazard Area. <br />Hydrology and Water Quality was analyzed and considered surface waters, groundwater <br />resources, stormwater collection and transmission, and flooding characteristics. The EIR <br />found that all potential impacts associated with these resources would be less than <br />significant. Development projects are subject to federal, state, regional and local <br />requirements that require stormwater management, preparation of a Stormwater Pollution <br />Prevention Plan (SWPPP), Best Management Practices (BMPs), and an erosion control plan <br />that prevent pollution from affecting waterways during construction. In addition, any <br />potential project would be required comply with NPDES requirements. <br />Land Use Planning was analyzed in the General Plan EIR and it was determined that there <br />would be no impacts related to land use. Adding the Vehicle Combining District to a site <br />zoned IP is allowed by the Zoning Ordinance and would conditionally permit automobile <br />related uses. The Commercial - Regional land -use category in the General Plan includes <br />automobile related uses an allowable use. Surrounding properties along Convention Way <br />are already zoned IP -V and contain similar vehicle sales uses. <br />Page 5 of 8 <br />146 <br />
