6.A. - Page 22 of 23 <br />Redwood City RFP <br />Supplemental EIR - MULW Amendment <br />The City will be processing the Zoning Code and associated General Plan amendments. The consultant <br />will be responsible for analyzing the potential environmental impacts of the increased density and <br />intensity associated with potential developments who pursue the community benefits program in this <br />district. The General Plan EIR prepared a similar analysis for Mixed -Use Corridor (MUC) and Mixed -Use <br />Neighborhood (MUN) zoning designations, which already have the community benefits program in <br />place. We understand this amendment will require a Supplemental EIR to increase the permitted <br />density to 40 dwelling units per acre and to increase the allowed building height. <br />QUALIFICATIONS <br />1. The firm(s) for the proposal will be selected on the basis of professional qualifications, <br />experience and demonstrated competence. <br />2. Previous experience in preparing concise Supplemental EIRs. <br />3. Ability to communicate effectively, meet schedules, coordinate activities with multiple parties, <br />work closely with staff, and perform within budget and schedule limitations must be shown. <br />KEY FACTORS <br />Important factors in the City's selection will be the consultant's ability to keep the document focused, <br />concise, and meet the desired timeline (see section below). The selected consultant team will be <br />responsible for working with staff to prepare environmental analysis and associated technical reports, <br />and to present to the Planning Commission and City Council as needed. <br />TIMELINE <br />The City's goal is to have the Supplemental EIR and Zoning Amendments completed and considered by <br />the Planning Commission and City Council in early 2019 with final adoption by February or March of <br />2019. <br />SUBMITTAL REQUIREMENTS <br />Proposals should contain at least the following information: <br />• A description of the firm's background, staffing and environmental planning capabilities. Include <br />a brief description of the organization, its constituent parts and size variation in the past five (5) <br />years. <br />• A description of the proposed Scope of Work by the consultant and understanding of the <br />project. This will include the number and type of graphics to be provided in the environmental <br />document. <br />• Estimated timeline for project. <br />• Total cost for the project and a breakdown of all costs of report preparation including <br />professional staff allocation to specific tasks, clerical reproduction, mailing and cost for sub <br />consultants. <br />• The scope should include an adequate budget for meetings with staff and public hearings (4-5 <br />in-person meetings with staff and a minimum of four public hearings). We anticipate that the <br />scope of work should also include one administrative draft review of the DEIR. It should also <br />account for approximately 2-3 alternatives (including a dense housing option), plus the no <br />project alternative. <br />• Identify and provide contact information for the project manager and names and resumes of all <br />staff involved. The information will include names of staff members who will attend <br />meetings/public hearing. <br />3 <br />
