6.B. - Page 2 of 15 <br />ANALYSIS <br />Five companies responded to the City's request for proposal: ADS Environmental Services, BlueWater, <br />Downstream Services, Total Flow and V&A Consulting Engineers. All proposals were received on October <br />30, 2017. Staff evaluated the proposals and recommends engaging ADS Environmental Services based <br />on the firm's qualifications, responsiveness and experience. ADS Environmental Services successfully <br />completed flow monitoring services for the City for five flow monitoring sites during the winter of <br />2017/2018. <br />A comprehensive flow monitoring study will be conducted during the first monitoring season of this <br />contract that will include analyzing 40 flow monitoring sites throughout the city. This will require the <br />installation of flow monitoring equipment. A comprehensive study is needed to properly calibrate the <br />City's sanitary sewer hydraulic model which includes over 180 miles of pipeline. For Years 2, 3 and 4, the <br />City will continue to study up to 10 flow monitoring sites for each monitoring season to evaluate the <br />effectiveness of the City's annual sewer rehabilitation projects for reducing inflow and infiltration. <br />If approved by the City Council, ADS Environmental Services will conduct sanitary sewer flow monitoring <br />services for a term ending on June 30, 2022, including a comprehensive study during the first monitoring <br />season. <br />FISCAL IMPACT <br />Funds for flow monitoring services have been previously appropriated as Sewer Fund Capital Projects — <br />Sewer Inflow & Infiltration which has an available balance of $364,416.13 and Sewer Fund Capital <br />Projects — Collection System Replacement Program which has an available balance of $4,716,369.95 as <br />of September 30, 2018. <br />ENVIRONMENTAL REVIEW <br />The project is exempt from the California Environmental Quality Act (CEQA) under CEQA Guidelines <br />Section 15301 (Existing Facilities) in that it involves the monitoring and minor alteration of existing <br />sewer lines with no expansion of use. <br />PUBLIC NOTICE <br />Public Notification was achieved by posting the agenda, with the agenda items being listed at least, 72 <br />hours prior to the meeting. <br />ALTERNATIVES <br />The City Council may choose not to enter the proposed agreement with ADS Environmental Services and <br />direct staff to negotiate services from the other qualified firms or open up a new public solicitation for <br />services from additional firms. <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcitV.org <br />31 <br />
