The final installment of $750,000 is due when the City issues a certificate of <br />occupancy for the building which takes the total new development to over 1 million square feet. <br />City staff worked with the consulting firm TJKM to lead the community through a needs identification <br />and prioritization process. The resulting plan was adopted by the City Council earlier this year. The NSEP <br />Implementation Plan identified a list of projects based on the study and the community's feedback. The <br />list of projects is attached in this report (Attachment 1). All of the community -identified projects were <br />categorized as being high, medium or low priority. <br />In addition, the City was awarded a $250,000 grant for Safe Route to School (SRTS) and Green Streets <br />Infrastructure Pilot (GI) Program from City/County Association of Governments of San Mateo County. <br />The grant promotes the combination of school -area safety measures with green infrastructure. Staff <br />pursued the grant to provide an opportunity to install additional improvements for the neighborhoods, <br />and to assist in meeting the City's green infrastructure requirements set by the State. <br />ANALYSIS <br />In August 2018, the City published a request for proposals on the City website for design and civil <br />engineering services associated with projects in the NSEP Implementation Plan. The City received four <br />proposals from Bellecci & Associates, BKF, Civil Engineering Associates, and CSG Consultants, Inc. Staff <br />used four criteria to evaluate the proposals, including, but not limited to, qualifications of firm, <br />qualifications of staff, design experience with similar projects, and experience with construction <br />engineering/support. Based on the evaluation of each proposal, CSG Consultants, Inc. ranks highest <br />overall, with particular strength in firm qualifications, design experience with similar projects, and <br />construction experience. Staff recommends CSG Consultants, Inc. as the most qualified firm to complete <br />the plans, specifications, and estimates for this project for $157,020. The cost also includes construction <br />support for the project. <br />Due to escalating construction costs, the included scope of work shown in Exhibit A of the Proposed <br />Professional Services Agreement (Attachment 2) is a subset of the original priority list. The negotiated <br />scope of work reflects neighborhood priorities, grant -funding restrictions, and balancing of the funds <br />among the three neighborhoods. It also reflects anticipated increased construction costs. Staff worked <br />with CSG Consultants, Inc. to determine which of the projects realistically could be designed and built <br />with current funding based on priority and cost of the improvements.
