6.A. - Page 3 of 23 <br />ANALYSIS <br />Planning staff has determined that environmental analysis is necessary for the proposed amendment as <br />the community benefit bonus could increase the density and heights of developments that were not <br />previously analyzed through the General Plan Environmental Impact Report. Staff anticipates that the <br />environmental analysis will be a Supplemental Environmental Impact Report, although the appropriate <br />environmental analysis could change in the course of analyzing the amendment. <br />Staff issued Requests for Proposals (RFP) in late August and received proposals in mid-September. These <br />were evaluated based on the schedule, assembled team, presentation and approach, and related <br />experience. <br />Staff recommends engaging Rincon Consultants, Inc. for this project based on their previous work on <br />similar project types and environmental review. The proposal, including sub -consultant work, totals <br />$84,115. The proposed agreement includes an additional 10% in funding in exchange for additional work <br />should it be needed, with the prior written approval of the City Manager, for a total not to exceed <br />amount of $92,527. <br />Approval of the consultant contract is the first step in beginning the required environmental review for <br />the proposed project, and is not an approval of the project itself. Future steps may include: <br />Scoping Session <br />Public comments <br />Planning Commission review and recommendation on the environmental analysis and <br />amendment <br />City Council review and action on the environmental analysis and amendment <br />FISCAL IMPACT <br />Funding for this project has been identified and a budget appropriation request shall be included during <br />the mid -year budget amendments for City Council consideration. <br />ENVIRONMENTAL REVIEW <br />Approval of this consultant agreement is not a project under the California Environmental Quality Act <br />(CEQA). <br />PUBLIC NOTICE <br />Public Notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcitV.org <br />9 <br />
