6.A. - Page 2 of 23 <br />Figure 1: Map of MULW and MULW-S Zoning Districts <br />xt <br />l"', <br />Despite a strong market and numerous development projects in the region and in other Redwood City <br />zoning districts, the City has experienced very little activity in the MULW zoning areas. In fact, there <br />have been affordable and market rate housing developments proposed in these areas by property <br />owners that did not move forward because they were not financially possible under the existing zoning. <br />In addition, City staff has received feedback from applicants proposing projects within the MULW zoning <br />districts who could provide greater community benefits (such as affordable housing, publicly accessible <br />open space, etc.) if there were provisions in place to incentivize them. Staff heard similar feedback from <br />residents involved in the development review process. <br />In implementing the adopted EI Camino Real Corridor Plan, the City will be initiating a Zoning <br />amendment to MULW and MULW-S and a General Plan amendment to Mixed Use — Live/Work <br />(hereinafter collectively, the "amendment") to increase flexibility in land uses, promote live/work units, <br />improve the jobs/housing balance, and simplify the zoning. The amendment would also incorporate the <br />community benefit bonus provisions, consistent with the other mixed-use zoning districts, which allows <br />additional height or intensity in exchange for community benefits. Under the current staff proposal, the <br />base floor area ratio would be lowered in this district; however, the City Council would be able to <br />approve mixed-use buildings up to 60' in height if they contain community benefits. Single -use buildings, <br />or buildings without community benefits, would be restricted to 40' or 50'. The current zoning allows for <br />larger floor area ratios, but restricts height to 40'. The EI Camino Real Corridor Plan was developed <br />through a yearlong process with community input and Council direction.
