The parade will require closure of Jefferson from Marshall to the <br />entrance to the Jefferson parking structure and Main between Marshall and Middlefield. The festival will <br />be conducted on Middlefield from Broadway to Marshall, Theater Way from Middlefield to Broadway, <br />Hamilton from Marshall to Middlefield, Broadway between Winslow and Jefferson, and Broadway <br />between Jefferson and Main. Live musical entertainment will take place within Courthouse Square. Minor <br />alterations to the parade route and festival areas may be required to facilitate these events. Should <br />alterations be required, any change to the parade route and festival area locations will be determined <br />under the supervision and approval of the Police Chief or his designee. <br />The specific street closures for this event are delineated in the Event Summary and the Event Plan <br />(Attachment 3). City Council approval is required for these street closures. <br />In order to minimize impact to the general public for this event, the City has agreed to provide the <br />following services and facilities: traffic cones and barricades, access to Courthouse Square, access to the <br />parking structure on Marshall Street for vendor parking, and street closures and parking restrictions as <br />detailed in the DBG Event summary along various City streets on Saturday, December 1, 2018, starting at <br />5:00 am until 8:00 pm. Those services will be provided by members of the Fire Department, the Police <br />Department, and the Public Works Services Department. Administrators from each of those departments <br />have reviewed the permit application and associated event plan, and have agreed to provide the stated <br />services. <br />ANALYSIS <br />The Hometown Holidays Celebration has been a tradition in downtown Redwood City for 12 years. <br />Families return to Downtown Redwood City each year to attend the festival and watch the parade. It is <br />anticipated that 8,000 — 10,000 visitors will attend the festival and parade this year. The festival will <br />showcase the Downtown area and visitors will likely patronize local businesses throughout the day. <br />FISCAL IMPACT <br />Based on expenditures for the 2017 celebration and the event plans for 2018, the total projected cost to <br />the City will be approximately $27,200. Total Police Department overtime costs for traffic and crowd <br />control is projected to be approximately $16,300. Public Works Services Department costs for barricade <br />rental and overtime are projected at approximately $10,000, and Fire Department overtime is projected <br />at approximately $900.
