6.F. - Page 2 of 24 <br />ANALYSIS <br />Through study of the existing parcel map within Red Morton Park, staff found that there is a need to <br />merge these parcels as the proposed building plans cross the right -of -way -line of Vera Avenue. Portions <br />of Vera Avenue, Nevada Street, and St. Francis Street would need to be vacated dependent on confirming <br />that the City has underlying fee ownership which requires an updated title report. <br />Sandis will prepare the necessary parcel map to affect the lot merger and right-of-way vacation. <br />FISCAL IMPACT <br />The original agreement with Sandis was in the amount of $57,825; Amendment No. 1 was in the amount <br />of $34,370; and Amendment No. 2 is in the amount not to exceed $18,845 for an aggregate amount of <br />$111,040. There are funds available in the Project 357-83083 account for this expenditure; therefore, a <br />budget amendment will not be required. <br />ENVIRONMENTAL REVIEW <br />The requested action is not a project under the California Environmental Quality Act (CEQA) as defined in <br />CEQA Guidelines, section 15378, because the expansion of the site survey for traffic calming will not result <br />in direct or indirect physical changes in the environment. As described above, an EIR will be prepared <br />consistent with CEQA. A Notice of Preparation informing the public that an EIR would be prepared and <br />requesting comment on the scope of environmental analysis was released for a 30 -day period beginning <br />on November 11, 2016, through December 16, 2016. Preparation of the Draft EIR is currently in process. <br />PUBLIC NOTICE <br />Public Notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />ALTERNATIVES <br />The City Council may choose not to approve Amendment No. 2 and direct staff to develop new <br />proposals. <br />ATTACHMENTS <br />1.
