6.G. - Page 2 of 40 <br />ANALYSIS <br />Internet access is a critical component of Redwood City operations. As the City implements additional <br />technologies, including Cloud -based services, increasing the City's internet connection to 1 Gigabit per <br />second (GPS) will assure continued availability and usability of internet reliant technologies. <br />The increased bandwidth will also allow the City to investigate and implement alternative business <br />resumption/disaster recovery options, including out -of -area solutions. This would reduce risks <br />associated with having production and recovery services located in close proximity, with both <br />potentially being impacted by a disaster such as an earthquake. <br />Staff reviewed the options for increasing the City's bandwidth and recommends amending the current <br />agreement with Astound for several reasons. First, staff surveyed cities across the State as to their <br />monthly broadband costs. Astound's proposed monthly cost, $1,500, is several hundred dollars less than <br />the $1,965 average monthly cost reported by 14 agencies who responded to the survey. In addition to a <br />likely increase in cost, changing the City's internet provider would involve planning and reconfiguring the <br />City's network, which would be a significant workload burden in light of other existing projects <br />underway, including the financial system replacement. Staff also considered the excellent customer <br />service Astound provides the City, as they are extremely responsive whenever connectivity issues have <br />occurred. Finally, executing a second amendment with Astound allows the City to continue to receive a <br />previously negotiated free 110 Mbps connection, used for load balancing and failover, as well as receive <br />a new high-speed switch to connect through at no additional cost. <br />FISCAL IMPACT <br />This amendment will increase the City's internet connection costs by $100 per month, from $1,400 to <br />$1,500 per month, for a term of five years and a total not to exceed amount of $90,000. Funding for this <br />upgrade is included in the FY 2018-19 Adopted Budget. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or reasonably <br />foreseeable indirect physical change in the environment. <br />PUBLIC NOTICE <br />Public notification was achieved by posting the agenda, with the items being listed, at least 72 hours <br />prior to the meeting. <br />ALTERNATIVES <br />The City Council could elect not to approve this amendment, keeping the City's internet connection at <br />its current 300 Mbps speed.
