6.H. - Page 2 of 15 <br />reductions of approximately $3.7 million were included in the FY 2018-19 Adopted Budget, and additional <br />reductions of $2.3 million were planned for FY 2019-20. Additionally, as part of the FSP, the City Council <br />placed two revenue measures on the November 2018 ballot: a half -cent general sales tax increase <br />(Measure RR) and a cannabis excise tax (Measure DD). On November 6, the Redwood City voters passed <br />both measures. The successful passage of these measures provides much-needed revenue to substantially <br />offset projected cost increases, including growing pension contributions, and allows for the restoration <br />of some of the budget and service reductions that were included in the FY 2018-19 Adopted Budget, such <br />as reduced Police staffing and reduced library hours. Although the City will need to continue to contain <br />costs through efficiencies, shared services, and innovation, the additional anticipated revenue <br />substantially improves the City's ability to fund services as well as pay down liabilities. <br />ANALYSIS <br />During the budget adoption process, City Council members asked for more information on several topics. <br />This section addresses those inquiries, and recommends allocation of the FY 2017-18 General Fund <br />operating balance. <br />Partnership with San Mateo Countv Libraries Joint Powers Authoritv <br />As the City considers new approaches to providing services, Councilmembers asked about whether there <br />are additional opportunities to partner with the San Mateo County Libraries Joint Powers Authority (SMC <br />Libraries JPA), particularly for services at the Fair Oaks Library. Staff have explored this possibility with <br />County staff, and as described in more detail below, it appears this approach would cost approximately <br />$1 million, if services were provided in the same manner as in other SMC Libraries. This is because the <br />SMC Libraries JPA operates with a higher level of staffing and a larger materials budget than Redwood <br />City Public Library branches, and many are open for extended service hours. <br />Additionally, unless a new approach were developed, this would also require the agreement of other <br />member cities of the JPA to reallocate property tax revenues, and would require the County to provide a <br />facility to the JPA for the provision of library services in North Fair Oaks. <br />Should the City Council desire further exploration of this approach, staff recommends the creation of an <br />Ad Hoc City Council Committee to explore this with San Mateo County elected officials and staff. <br />As background, Redwood City is one of seven cities in the County of San Mateo that operate their own <br />public libraries. Two cities contract with other cities for library services (Hillsborough residents use the <br />Burlingame Public Library and Colma residents use the Daly City Public Library.) The remainder of public <br />library services are provided by the San Mateo County Libraries Joint Powers Authority (SMC Libraries <br />JPA), a JPA of eleven cities and the County of San Mateo. The seven city library systems, along with the <br />SMC Libraries JPA and the three libraries in the San Mateo County Community College District, comprise <br />the Peninsula Library system, which provides a shared catalog of available materials and other shared <br />library services (including delivery of materials and some information technology infrastructure) for all <br />County residents. <br />The SMC Libraries JPA is a partnership between the County and the eleven participating cities, in which <br />the cities build and own library buildings and the SMC Libraries JPA operates the buildings, providing staff, <br />materials, and technology.
