6.H. - Page 3 of 15 <br />instead contracting with nearby entities for library services for large pockets of unincorporated population <br />(such as Redwood City Public Library for North Fair Oaks and Daly City Public Library for Broadmoor). The <br />County of San Mateo currently does not own any library, with the exception of the space they lease to <br />Redwood City for the Fair Oaks Branch Library. <br />The Fair Oaks Branch Library service area includes about 30,000 residents, with approximately equal <br />numbers of Redwood City and unincorporated area residents who use the facility. The recent renovation <br />of the Fair Oaks Branch Library, primarily funded by San Mateo County Measure K funds, with significant <br />contributions from the City of Redwood City and the Redwood City Library Foundation and its partners, <br />increased the space from 3,200 square feet to 3,800 square feet. The renovation consisted of enlarging <br />the children's area, adding a dedicated teen space, and moving the service desk to the rear to create more <br />space for programs. <br />In Fiscal Year 2017-18, the operating expenses of the Fair Oaks Branch Library were $661,189, of which <br />$373,750 was contributed by the SMC Libraries JPA. The agreement between the SMC Libraries JPA and <br />the City of Redwood City was established in 1995 with base funding of $94,600 per year, which is increased <br />or decreased annually based on the overall change to the SMC Libraries JPA's property tax receipts. The <br />City of Redwood City paid $28,650 in rent to the County of San Mateo last year to lease the Fair Oaks <br />Branch Library space in the Human Services Agency building. <br />The libraries within the SMC Libraries JPA operate with a higher level of staffing and a larger materials <br />budget than Redwood City Public Library branches, and many are open for extended service hours. <br />Assuming that the current operating model continues, the SMC Libraries JPA estimates that it would cost <br />them approximately $1 million to operate the Fair Oaks Branch Library at their standard level. In addition, <br />all of the member cities of the JPA would need to approve a decision to reallocate property tax revenues <br />away from their own libraries in order to fund the increased cost of operations if the Fair Oaks Branch <br />Library became part of the JPA. The County would then also be responsible for providing a facility to the <br />JPA for the provision of library services in North Fair Oaks. While the recently completed renovations <br />improved library services for North Fair Oaks, the needs assessment completed for the Middlefield <br />Junction project indicated that a new library for North Fair Oaks should ultimately be 10,000 — 12,000 <br />square feet in size. <br />Sidewalk Repairs <br />Sidewalks are a large component of the City's pedestrian infrastructure. The goal of the sidewalk repair <br />program is to provide a safe and pedestrian -friendly environment and to minimize City's legal liability <br />associated with uneven sidewalks. The Adopted Budget recommended that the City allocate a portion of <br />the anticipated FY 2017-18 operating surplus to sidewalk repairs downtown, in light of frequent <br />pedestrian traffic downtown, and with the expectation that the Redwood City Improvement Association <br />would match City contributions. During the budget adoption process, City Councilmembers asked that <br />staff consider increased funding for sidewalk repairs outside of Downtown, which is recommended at this <br />time. <br />The heat maps provided in Attachment C show the location of sidewalk -related citizen service requests <br />submitted through the myRWC app, for a one-year and five-year period.
