6.H. - Page 4 of 15 <br />As shown in both maps, a large number of citizen -submitted service requests occurred throughout the <br />City, not just centered in the downtown area. While there is more foot traffic (and thus a higher potential <br />number of citizen requests and claims) in the downtown area, the maps show that many other parts of <br />the City have a greater concentration of citizen -submitted service requests. This is likely because the <br />downtown hardscape is newer and has fewer and less mature trees, which are one of the main causes of <br />sidewalk defects. As trees grow and mature, their roots can cause the sidewalk to uplift. <br />Addressing both downtown sidewalks and sidewalks in other areas of the City will allow for the greatest <br />impact in minimizing the City's liability, and staff proposes allocating $350,000 of the FY2017-18 operating <br />balance to sidewalk repairs downtown, and allocating $350,000 of the FY 2017-18 operating balance for <br />sidewalk repairs in neighborhoods. Though the Redwood City Improvement Association (RCIA) has not yet <br />taken formal action, staff believes that RCIA will consider matching City costs for downtown sidewalk <br />improvements over a multi-year period. <br />Street Sweeping <br />The City's current street sweeping services are hampered by persistent parking challenges in various <br />neighborhoods. City Councilmembers have inquired about whether street sweeping times can be adjusted <br />to later in the morning, to allow for more cars to leave residential streets and improve street sweeping <br />effectiveness. Residential street sweeping currently occurs between 7:30 a.m. and 3:30 p.m., Tuesday <br />through Friday. Typically, the street sweeping operators start their route at the same time and place for <br />each of their routes. This typical industry practice leads to greater familiarity with the routes and provides <br />a more predictable timeframe for residents so that they can move their cars appropriately. <br />While it is feasible to change the residential sweeping start times, there are a number of factors to be <br />considered. Assuming no additional resources are employed (sweeper and operator), delaying the start <br />time of the residential sweeping times would also impact the finish time by an equal amount of time. For <br />example, if the City began residential sweeping at 8:00 a.m., staff would not expect to finish until 4:00 <br />p.m. If the City were to delay the residential sweeping start time beyond 30 minutes or 1 hour, residents <br />could find it difficult to park their cars at the end of their work/commute day. Additionally, the lack of <br />lighting and visibility at this later time of day poses a challenge, especially during the fall and winter <br />months when it gets darker much earlier in the day. <br />One option is to periodically switch the start and end points of a particular sweeping route, so that those <br />blocks that were always swept in the early morning would now be swept at the end of the day. However, <br />this may cause confusion and uncertainty with residents in regards to when they should expect the <br />sweepers and when they would need to move their cars. Another option is to increase the number of <br />sweepers running on a particular day and shortening the residential sweeping window, or even sweeping <br />on Mondays and reducing the number of routes in a given weekday. <br />Staff will analyze the workload and resources required to implement these options and make a <br />recommendation during the development of the FY2019-20 budget for City Council consideration. <br />Youth and Teen Services <br />City Councilmembers asked for information about the proportion of community services provided to <br />teens compared to other age groups.
