Staff prioritized the
City's water pipeline system into seven priority categories to systematically replace sections of aging
watermain infrastructure. Replacement ensures the continued reliability of the system and provides
improved fire protection. Annually, Community Development and Public Works Services Department
staff identify sections of pipeline that need to be replaced. These sections have typically experienced
service disruptions, excessive maintenance requirements, or capacity limitations due to age and size. In
Fiscal Year 2017-2018, the "2017-2018 Watermain Replacement Project" replaced "Priority Two" water
mains. Priority Two water mains are generally 4 -inches in diameter or smaller.
ANALYSIS
On November 27, 2017, the City Council awarded the construction contract for the 2017-2018
Watermain Replacement Project to Casey Construction, Inc. of Emerald Hills in the amount of
$1,095,950.00. Approximately 3,650 linear feet of deteriorated and undersized cast iron galvanized iron
water pipeline were replaced with more durable eight -inch polyvinyl chloride (PVC) pipes in the Oak
Knoll/Edgewood Park Neighborhood. Sixty-three water service laterals within the project area were
upgraded to a 1.5 -inch minimum sized polyethylene pipe. Five existing fire hydrants were replaced and
two new fire hydrants were added to the project area. The project will improve fire flows and water
quality.
