6.D. - Page 1 of 13 <br />/<;iik <br />Redwood <br />CitylCallifornia <br />rounded 1967 <br />'�Zw <br />DATE: December 3, 2018 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />Guiding Principles for Neighborhood Compatibility <br />RECOMMENDATION <br />From the City Manager <br />Adopt a Resolution approving the Guiding Principles for Neighborhood Compatibility <br />BACKGROUND <br />On November 19, 2018, the City Council held a study session on neighborhood compatibility and the <br />design review process for second -story additions and new two-story homes (Attachment 1— Staff <br />Report). During the study session, staff introduced draft design principles that would be used to better <br />define neighborhood compatibility and character. The design principles would provide staff with <br />immediate tools and clarity to work with applicants on their Architectural Permit applications, and are <br />proposed for approval as set forth in the attached resolution (Attachment 2). <br />Strategic Initiative <br />Housing <br />ANALYSIS <br />The neighborhood compatibility guiding principles are broken down into two main categories: (1) <br />Streetscape Frontage and (2) Massing and Design. Streetscape frontage deals with the building <br />placement as it relates to the neighborhood context, such as garage location, entry, setbacks, and width <br />of frontages. Massing and design deals with the apparent size and scale as it relates to neighborhood <br />context. Both categories provide a number of design features to consider to achieve the neighborhood <br />compatibility guiding principles. <br />Based on comments from the study session, staff has updated the guiding principles. Specifically, the <br />revisions provide clarity related to building width as it relates to neighboring properties, and the <br />retention of mature trees onsite.
