6.D. - Page 2 of 13 <br />FISCAL IMPACT <br />No fiscal impact is expected with the adoption of the guiding principles. <br />ENVIRONMENTAL REVIEW <br />This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA <br />Guidelines, section 15378, because it has no potential for resulting in either a direct or a reasonably <br />foreseeable indirect physical change in the environment. Even if this is determined to be a project under <br />CEQA, per CEQA Guidelines Section 15061(b)(3), the proposed design principles are exempt from CEQA <br />as it can be seen with certainty that there is no possibility for causing a significant effect on the <br />environment. These principles do not alter required Architectural Permit findings, and their application <br />will reduce the impact of new single family homes and major additions by ensuring greater compatibility <br />with existing neighborhoods. <br />ALTERNATIVES <br />1.
