Housing Bills Continued from Page 1...
With housing a key priority, the League will be focusing particular attention next week on a
number of housing bills the Assembly Local Government Committee will hear on Wednesday,
April 19.
League-Sponsored/Supported Housing Measures
The League is sponsoring or supporting a package of bills which offer incentives to "reward" cities
that build additional housing, or which are intended to address inconsistent state policies or
practices that inhibit a city's ability to construct housing. (See "League Sponsored or Supported
Housing Bills in Assembly Local Government Committee, April 19, 2006. ") A number of city
officials who serve on the League's Housing, Community and Economic Development Policy
Committee, or whose legislators serve on the Assembly Local Government Committee, plan on
attending the hearing to underscore the importance of these measures to cities.
The committee will also take up two bills that League opposes: AS 2511 (Jones), and AS 2526
(Arambula):
. AS 2511 is an anti-local government and litigation-oriented measure co-sponsored by the
Realtors and legal aid groups that changes 11 different sections of law related to housing.
. AB 2526 is also co-sponsored by the Realtors and legal aid groups. The bill seeks to
weaken local inclusionary zoning programs, prohibit local governments from collecting fees
on certain housing developments until the date of occupancy, and makes additional changes
to a law that prohibits conditional use permits on multifamily housing.
What Cities Can Do
Cities are encouraged to write or call the members of Assembly Local Government Committee to
support the League's housing package, and oppose AB 2511 and AB 2526.
Please visit the "Bill Track" section of the League's website at www,cacities,orq/billsearch to
check on the language of any of these bills, view the League's letter of support or opposition, or
access a sample letter. Links to sample letters are also attached to the description of each bill in
the story, "League Sponsored or Supported Housing Bills in Assembly Local Government
Committee, April 19, 2006." For more information, you can also visit the League's special
Housing 2006 web page at www,cacities,orq/housinq2006.
League Sponsored or Supported Housing Bills in Assembly Local Government
Committee, April 19, 2006
AS 2468 (Salinas)-AJlows local governments to self-certify their housing elements if they
voluntarily designate locations where their lower income housing allocations can be built "by
right." Click here for a sample support letter.
AS 2484 (Hancock)-Exempts residential parcels that are already zoned at higher densities from
the increasingly problematic Density Bonus Law. Click here for a sample support letter.
