<br />AB 2572 (Emmerson) - Requires councils of governments to consider the special housing <br />conditions that may exist in cities with universities when allocating RHNA housing numbers. <br />AB 2503 (Mullin) - Establishes a state-local matching program which allows local contributions <br />to affordable housing trust funds to be matched with a dollar-for dollar contribution from the state. <br />AB 2307 (Mullin) - This bill provides additional time extensions to SCAG and ABAG regions so <br />that they may coordinate their next RHNA allocations with their regional transportation plans. The <br />bill also eliminates a controversial law which sought to require councils of governments to pay for <br />RHNA allocations by levying fees on local governments. <br />Bills That the Leaaue Will Oppose: <br />AB 2511 (Jones) -A anti-local government and litigation oriented measure co-sponsored by the <br />Realtors and legal aid groups that changes 11 different sections of law related to housing. <br />AB 2526 (Arambula) - Another measure co-sponsored by the Realtors and legal aid groups that <br />weakens local inclusionary zoning programs, prohibits local governments from collecting fees on <br />certain housing developments until date of occupancy, and makes additional changes to a law <br />that prohibits conditional use permits on multifamily housing. <br />Infrastructure Update Continued from Page 1... <br />As we understand it, a package is under discussion that would include funding for water and flood <br />control, education and transportation - but details are vague. Senate Republicans have been <br />circulating draft language that would provide $2 billion for local governments ($1 billion each for <br />cities and counties, with $400,000 minimum for cities and $32 per capita for others). Sen. Bob <br />Dutton (R-Rancho Cucamonga), vice chair, Sen. Revenue and Taxation Committee, has been <br />taking the lead on this proposal. <br />Look for more information on this topic next week, when the Legislature returns following its <br />spring break. <br />Prop. 42 'Fix' Initiative Signature-Gathering Hits Homestretch <br />Support Grows as Deadline Draws Nearer <br />Californians to Improve Traffic Safety Now, the coalition that includes the League of California <br />Cities and other organizations sponsoring an initiative to stabilize Prop. 42 funding for <br />transportation, has announced that as of April 5, they are up to 788,000 of the 1 million signatures <br />needed by early May to have its measure qualify for the November ballot. <br />As the number of signatures rise, the coalition also continues to grow. In the past month, the <br />cities of Burlingame, Greenfield and Sebastopol passed resolutions supporting the measure. <br />Endorsements have also come from a number of state and local officials, including Sen. George <br />Runner (R-Antelope Valley), Assemblymember Sharon Runner (R-Lancaster) and a number of <br />county supervisors. <br />City officials interested in supporting the measure can learn more about it by visiting the <br />campaign website: www,close4210ophole.com. Materials on the website include a sample <br />resolution and other downloadable educational materials to be distributed at public events and <br />gatherings. The League is currently unaware of any organized opposition to this initiative. <br />
