<br />SB 1431 (Cox). Public Contracts. Design-build Contracting. Cities, Counties and Special
<br />Districts. SB 1431 would allow cities, upon approval of the city council, to utilize design-build
<br />contracting until January 1, 2017. Currently, this method of contracting is available only to some
<br />cities in California. The League supports allowing cities options to use design-build contracting in
<br />order to bring efficiency to public contracting. Design-build contracting has shown it is effective in

<br />PUBLIC SAFETY
<br />AB 1873 (Torrico). Child Protection. Safe Surrender. AB 1873 allows a local tire agency,
<br />upon approval of the appropriate governing board, to designate safe-surrender sites for accepting
<br />physical custody of a minor child 30 days old or younger. Under current law, only a county board
<br />of supervisors may designate these "safe-havens.. AB 1873 will allow local tire agency governing
<br />boards to also establish "safe-havens" based on local conditions and service level needs.
<br />Further, AB 1873 provides funding for a multi-lingual public awareness campaign to publicize the
<br />existence of safe-surrender sites in California. The program will work only to the extent that

<br />SB 1722 (Cox). Community Correctional Facilities. SB 1722 seeks to amend Penal Code S
<br />2910.5 to direct the Department of Corrections and Rehabilitation to negotiate annually, in good
<br />faith, to establish new rates for public 1591 operated community correctional facilities. City-
<br />operated prison facilities reduce overcrowding in state prisons, and provide job training and work
<br />experience to inmates while saving taxpayers millions of dollars each year. Inmates learn
<br />valuable job skills while maintaining vehicles, heavy equipment, parks, open space and public
<br />buildings for cities, school districts and community colleges and other political entities.
<br />The Community Correctional Facilities offer the State a quality program at a reduced rate while
