To the Honorable City Council <br />From Diane Howard, Chair of AllianceandEdEverett,Ci~Ma.nager <br />April 24, 2006 <br />Subject <br />Resolution Endorsing the Planning of a Community Shuttle Service Pilot Program for the City of <br />Redwood City. <br />Recommendation <br />Approve the Resolution requesting that the Peninsula Traffic Congestion Relief Alliance and the San <br />Mateo County Transit District (SamTrans) develop a comprehensive plan for a community shuttle <br />pilot program and bring the completed plan back to council for final approval. <br />Background <br />On behalf the City of Redwood City, Council Member Diane Howard serves as the Board Chair of the <br />Peninsula Traffic Congestion Relief Alliance (the Alliance), which is San Mateo County's <br />Transportation Demand Management Agency. Its mission is to reduce the number of single occupant <br />vehicles traveling into and through San Mateo County, to reduce vehicle emissions and resulting in <br />improved air quality. <br />A part of the Alliance's Work Plan is to assist cities which may require study of and implementation of <br />commute alternative programs to reduce traffic congestion based upon the city's specific <br />transportation needs. To evaluate commute alternative needs for the City of Redwood City, Council <br />Member Howard engaged the Alliance's participation to bring together a group of Redwood City staff <br />persons and citizens (stakeholder group), along with input from SamTrans, to determine how best to <br />implement a commute and community shuttle service in the City of Redwood City. <br />Last fall, the City Council approved $10,000 for the Alliance to conduct a survey of Redwood City <br />residents to determine if there is an interest in a community shuttle service. <br />Results from the survey (see attached survey results) showed that nearly three-fourths of the <br />respondents indicated that they would take a shuttle service at least two days per week as long as <br />the shuttle is reliable and convenient on a route that they are interested in taking, Interest in specific <br />locations along the shuttle route included the Redwood City Caltrain station, Sequoia Station, the <br />Downtown/City Hall area, Kaiser Hospital, and Red Morton Community Center. Interest was also <br />shown in traveling to and from Sequoia Hospital, the Veterans Memorial Senior Center, and Fair <br />Oaks Community Center <br />If the City Council approves this item, then the Alliance, with assistance from SamTrans, will finalize <br />the proposed shuttle service route and schedule with input from City staff and the shuttle stakeholder <br />group, and incorporating the shuttle survey results. The Plan will be based on a first-year operating <br />cost not to exceed $42,000 to Redwood City. The Alliance and Samtrans will obtain grants to fund <br />the vast majority of the shuttle cost. <br />It is recommended that the Community Shuttle Service Pilot Program Plan address initial needs for <br />shuttle service and be tasked with utilizing established performance measures to determine its <br />success.
