<br />98 <br />determine if, with City Council approval, it should be expanded in future years based on rider neefaiJge 2 <br />and funding availability. <br />With the addition of the new Downtown Retail/Cinema Project nearing completion, the shuttle survey <br />results were timely as they already indicate a need for service to and from the Downtown area. <br />Demand for alternative transportation service can only increase once this project is completed, <br />Shuttle service operations can be managed on behalf of the City of Redwood City by the Alliance to <br />minimize City staff involvement. The Alliance currently manages shuttles on behalf of other San <br />Mateo County cities including: Brisbane, South San Francisco, Burlingame, Foster City, and San <br />Mateo. Management duties can include: shuttle route planning and route scheduling, oversight of <br />vendor/driver contact and handling customer service calls (from riders). The Alliance will also <br />promote and market the shuttle to potential riders, Both the Alliance and SamTrans will assist with <br />grant funding applications to offset the cost of shuttle operations. <br />Grant funding for community shuttle services may be available from a variety of sources including: <br />Transportation for Clean Air Funds from the Bay Area Air Quality Management District; Lifeline <br />Funding from the Metropolitan Transportation Commission through the City/County Association of <br />Governments (C/CAG) of San Mateo County; the Congestion Relief Funding from C/CAG San Mateo <br />County and Measure A Funding from the San Mateo County Transportation Authority. The Alliance <br />and SamTrans will assist with the grant application process. <br />In addition, local employers may contribute funding to provide commute hour shuttle service for their <br />employees. I nitial interest in participating has been shown by Genentech for its employees located at <br />550 Broadway. This will help minimize the amount of City funding required for shuttle operations <br />costs. <br />Liability to the City is limited as the shuttle vendor will hold the primary insurance for its vehicles if a <br />vendor is contracted with to provide the shuttle vehicles and drivers. <br />Fiscal Impact <br />The Alliance and Samtrans will be applying for Lifeline Funding provided through the Metropolitan <br />Transportation Commission through C/CAG of San Mateo County, Your approval of the Resolution <br />is required to submit an application by the deadline of April 28, 2006. Additional grant funding <br />opportunities may be available in the short term (from the agencies noted earlier in this staff report). <br />Your approval to apply for these additional opportunities is also requested. <br />If the Council approves proceeding with the planning, and once the Shuttle Service Pilot Program <br />Plan is completed, the City Council will subsequently be asked to consider approval of the plan, and <br />to enter into a management agreement with the Peninsula Traffic Congestion Relief Alliance to <br />manage the shuttle service on the City's behalf.
