<br />EXHIBIT 'A' <br /> <br />SCOPE OF SERVICES <br /> <br />The purpose of this scope of services is to provide the City of Redwood City (City) with <br />professional services related to the 2006-07 revision and adoption of its General Plan. The <br />services provided by Valerie J. Young, AICP (Consultant) will primarily be focused on <br />assisting with the format, structure, design and editing of the required and optional General <br />Plan elements, using the work products of various authors, into the final General Plan <br />document to be adopted by the City Council. <br /> <br />The services consist of the tasks described below. All work will be performed remotely by <br />Consultant and via electronic transfer of files. City may establish an ftp (file transfer protocol) <br />website to allow for efficient transfer and review of larger electronic files. Some mailing of <br />data/files via CD may also be required. The scope also includes periodic conference calls to <br />discuss key issues and progress of work. Note that the Consultant has an existing contract <br />with the Redwood City Public Works Services Department for assistance with the General <br />Plan Water Element. Work associated with that element will be accomplished under that <br />contract. <br /> <br />The scope of work assumes that the General Plan will consist of the following documents: <br /> <br />. Required elements: Housing, Land Use, Open Space, Conservation, Noise, <br />Circulation, Safety. <br /> <br />. Optional elements: Historic Resources, Water, Infrastructure, Economic <br />Development, Human Services, Child Care. <br /> <br />. Overall General Plan: Includes introductory chapters (Forward, Physical Setting, <br />State Mandate, General Plan Process, Glossary, Appendix, Bibliography) <br /> <br />Task 1: Document review <br /> <br />Consultant will review all relevant documents and materials related to the General Plan <br />provided by City staff. Consultant will also review the State Office of Planning and Research <br />(OPR) 2003 General Plan Guidelines to ensure that the City's 2006 General Plan meets the <br />State's guidelines for content, consistency and completeness. <br /> <br />Task 2: Structure, format, production schedule <br /> <br />Consultant will work with City staff to develop an overall approach to the structure, format, <br />and design of the 2006 General Plan elements and document. A draft Table of Contents for <br />the overall General Plan has already been prepared by the City. Consultant will work with <br />City staff to prepare a draft Table of Contents for each element, as well as a document <br />format guide, including page layout, font style and size, headers/footers, paragraph design, <br />use of figures and tables, footnotes and references, and other format items. <br /> <br />City staff will establish writing assignments (authors) for each of the individual elements and <br />sections of the main body of the General Plan. Authors may be City employees or other <br />consultants under separate contract to the City. Consultant may also be assigned minor <br />writing tasks (supplemental paragraphs, goals/policies/implementation measures, and the <br />like), to be determined by the City. A contingency budget is provided for major writing tasks <br />that may be assigned by the City. <br /> <br />3 <br />
