6.B. - Page 1 of 45 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />Ago/ <br />DATE: December 10, 2018 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />Amendment to the City's Classification and Salary Plan <br />RECOMMENDATION <br />Adopt a Resolution amending the City's Classification and Salary Plan. <br />STRATEGIC INITIATIVE <br />Government Operations <br />BACKGROUND <br />From the City Manager <br />In accordance with the City's Municipal Code and Personnel Rules, the City maintains a classification and <br />salary plan encompassing all positions of employment with the City. Periodically, salary ranges for the <br />various classifications are updated in accordance with approved Memorandums of Understanding or <br />salary resolutions, and employment agreements with unrepresented employees. In addition, as service <br />needs and operations evolve over time, City staff review the City's classification system and organization <br />to recommend changes in order to bring position descriptions up to date, or to make changes to improve <br />service delivery. <br />ANALYSIS <br />The recommended changes to the City's classification and salary plan include updates to comply with the <br />State minimum wage requirement and City Council's April 9, 2018 adoption of an Ordinance to add <br />Chapter 46 "Minimum Wage Ordinance" to the Redwood City Code, as well as job description <br />amendments to more clearly distinguish between two distinct skillsets within the Analyst series of <br />classifications within the IT division of the Administrative Services Department, amendments to reflect <br />City Council -approved salary adjustments for the positions of City Attorney and City Manager, and a 3% <br />Cost of Living (COLA) adjustment for the position of City Clerk. <br />Minimum WaRe Adiustment <br />On April 9, 2018, the City Council adopted an Ordinance to add Chapter 46 "Minimum Wage Ordinance" <br />to the Redwood City Code adopting an increase of the minimum wage for employees working within the <br />City of Redwood City to no less than fifteen dollars ($15.00) per hour by 2020. The subject Ordinance <br />increased the minimum wage in Redwood City in two increments beginning in 2019.
