The <br />salary range for certain classifications needed to be adjusted to ensure the City complies with the required <br />local minimum wage. <br />Information Technoloev Division Classification Updates <br />Periodically, the City reviews job classification descriptions for needed additions, deletions, or updates. <br />To update job duties and responsibilities including changes to technology supported by the IT division, <br />and to clearly distinguish between two distinct skillsets within the Analyst series of classifications within <br />the IT division of the Administrative Services Department, it is recommended that the Information <br />Technology Analyst 1/11 and Senior Information Technology Analyst job descriptions be replaced and split <br />into separate job classifications. One classification defines the software development skillset (Software <br />Development and Application Support Analyst 1/II, and Senior Software Development and Application <br />Support Analyst) and the other defines the data management skillset (Endpoint and Infrastructure <br />Information Technology Analyst 1/11, and Senior Endpoint and Infrastructure Information Technology <br />Analyst). There are no proposed changes to salary. The City has reached tentative agreement with RCMEA <br />on the amended job descriptions and salary ranges for these classifications. <br />Adjustments to Salary Schedule to Reflect City Council Approved Compensation Adjustments for the City <br />Attorney and City Manager <br />On December 3, 2018, the City Council approved salary adjustments of 5% for the City Attorney and 5.86% <br />for the City Manager, following an evaluation process which considered performance, internal salary <br />alignment, and compensation for positions in similar cities in the region. The salary schedule has been <br />updated to reflect these adjustments. <br />Adjustments to Salary Schedule to Allow a Cost of Living Increase for the City Clerk <br />Pursuant to amendments to the City Charter approved by Redwood City voters on November 6, 2018, the <br />position of the City Clerk will now be reporting to the City Manager on a day to day basis rather than the <br />City Council. Cost of living adjustments recently have been granted to all employee organizations which <br />have completed the negotiations process to establish a new agreement, and are being considered by the <br />remaining two employee organizations which are in bargaining now. In order for the City Manager to <br />provide a cost of living adjustment to this classification, the salary schedule needs to be modified. <br />FISCAL IMPACT <br />Increasing the minimum wage to $15.00 per hour as required by this ordinance would have an estimated <br />cost impact to the City of approximately $530,000 annually, including adjustments to wages for certain <br />classifications, and a $30,000 annual contract for third party enforcement of the minimum wage <br />ordinance. Estimated costs have been included in the Fiscal Year 2018-19 Adopted Budget. There is no <br />fiscal impact for the proposed job description changes in the Information Technology division. <br />The previously approved adjustments to the City Attorney and City Manager salaries will result in a total <br />annual cost of $39,568. This amount includes salary, salary -driven benefits (such as pension <br />contributions), and required payroll taxes.
