6.C. - Page 8 of 10 <br />FIGURE 1 <br />On May 15, 2018, the Planning Commission reviewed an application for a Zoning Amendment, <br />Conditional Use Permit, and Architectural Permit at the subject site. The project would have amended <br />the existing IP Zoning to Industrial Park — Vehicular (IP -V) to establish an automobile sales and service <br />use. The Planning Commission recommended approval, however the project was withdrawn prior to City <br />Council review. <br />Since the application was withdrawn by the applicant, and was therefore not approved by the City <br />Council, the re -zoning proposal was reviewed again by the Planning Commission. Staff considers the IP- <br />V combining district at the site to be appropriate, and is recommending the zoning change for <br />consideration. The Planning Commission reviewed the proposed zoning amendment at a public hearing <br />on October 16, 2018, and voted 4-0 (Schmidt, White absent) to recommend approval (Attachment 2 - <br />Planning Commission Resolution 18-17). <br />ANALYSIS <br />The zoning amendment would add the Vehicular Combining District (Section 25.5) to the site's IP Zoning <br />for an IP -V Combining District. The existing IP Zoning District does not permit or conditionally permit <br />vehicle related uses, and the site is currently adjacent to multiple automobile dealerships. The Zoning <br />Ordinance allows for the Vehicular Combining District to be added to an IP District which would <br />conditionally permit automobile sales and service establishments. <br />Staff considers the IP -V Zoning District at the project site appropriate because the zoning for every <br />parcel on the project site's side of Convention Way already contains the IP -V Combining District. It's <br />unclear why the project site was not included when the other adjacent properties were changed to IP -V. <br />Article 49 (Amendments) of the Zoning Ordinance states that the purpose of amendments is to: <br />"increase the quality of the provisions of this ordinance in guiding and regulating the future <br />development, growth, and evolution of Redwood City."
