6.D. - Page 2 of 6 <br />interviews with two firms selected to move forward in the process, staff selected CSG Consultants, Inc. as <br />the most qualified firm to provide construction inspection services. <br />Since the initial contract amount was less than $60,000, the threshold for City Council approval, the City <br />Manager was authorized to approve the contract in mid-February 2018, and the Consultant began <br />providing services shortly thereafter. On April 23, 2018, the City Council approved Amendment No. 2 to <br />the agreement for Engineering Inspection Services to increase the contract amount by $98,800. <br />Amendment No. 2 allowed the City to have two additional engineering inspectors to help with the <br />increased demand for inspection services needed during the summer time; that same demand for services <br />is expected to continue into 2019. <br />ANALYSIS <br />The amended agreement is proposed not -to -exceed $100,000.00, which covers 20 weeks of time for one <br />inspector to provide construction inspection services. Under this agreement construction inspection <br />services would be provided to several capital improvement projects and utility permits. Costs will be <br />shared amongst the different capital improvement projects and utility permit cost recovery accounts <br />based on the actual time spent on each activity by the proposed inspector. <br />The amended agreement budget will allow the current inspector to continue providing construction <br />inspection services through April 2019 which coincides with the conclusion of a number of Capital <br />Improvement Projects. The budget will also allow for the inspector to assist with the influx of utility <br />encroachment permits and related development projects, and help to give the new contract inspector <br />support while they are brought up to speed. <br />Construction inspection services will be charged to the following Capital Improvement Projects and <br />activities: <br />• Middlefield Road Streetscape Project (25%) <br />• Sewer Collection System Replacement Project (25%) <br />• Utility encroachment permits and related development projects (50%) <br />FISCAL IMPACT <br />Funding has already been appropriated in the following funds: <br />Middlefield Road Streetscape Project <br />Fiscal Year 2018-2019 — Capital Outlay Fund —Middlefield Road Utility Underground/ Streetscape, which <br />has an available balance of $4,613,192 as of December 6, 2018. <br />Sewer Collection System Replacement Project <br />Fiscal Year 2018-2019 — Sewer Fund Capital Projects — Collection System Replacement Project, which has <br />an available balance of $4,143,966 as of December 6, 2018. <br />Utility Encroachment Permits <br />Fiscal Year 2018-2019 — General Fund — Subdivision Engineering, which has an available balance of <br />$278,315 as of December 6, 2018. <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />144 <br />
