6.E. - Page 1 of 26 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />\:3aAW <br />DATE: December 17, 2018 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />Amendment No. 1 to the Local Project Sponsor Agreement with the Association of Bay Area <br />Governments and San Francisco Estuary Partnership, allowing the City to seek cost reimbursement for <br />the Bayfront Canal and Atherton Channel flood protection project through the Proposition 84 Grant <br />RECOMMENDATION <br />By motion, (1) approve and authorize the City Manager to execute an amendment to the Local Project <br />Sponsor Agreement between the Association of Bay Area Governments/San Francisco Estuary <br />Partnership and City of Redwood City, and (2) authorize the City Manager to accept additional funds as <br />part of the Bay Area Proposition 84 Integrated Regional Water Management Grant <br />STRATEGIC INITIATIVE <br />Public Safety <br />BACKGROUND <br />In November 2006, voters passed Proposition 84, the Safe Drinking Water, Water Quality and Supply, <br />Flood Control, River and Coastal Protection Bond Act (Prop 84), which, among other things, provided <br />$1,000,000,000 for Integrated Regional Water Management (IRWM) Planning and Implementation. <br />IRWM grants are administered by the Department of Water Resources (DWR). The program's goal is <br />managing water resources in a collaborative effort and seeks to have regions work across jurisdictional, <br />watershed, and political boundaries. <br />The Bayfront Canal and Atherton Channel, together, collect stormwater from a watershed that includes <br />the City of Menlo Park, City of Redwood City, Town of Atherton, Town of Woodside and unincorporated <br />San Mateo County before discharging the stormwater flows to the San Francisco Bay at Flood Slough. <br />The City of Redwood City is working with the Coastal Conservancy to integrate the South Bay Salt Pond <br />Restoration Project (Salt Ponds Project) with the Bayfront Canal/Atherton Channel Flood Improvement <br />Project (BC/AC Project).
