6.1. - Page 1 of 4 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />Ago/ <br />DATE: December 17, 2018 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />Declaration of Homeless Shelter Crisis as required in order to seek State of California Homeless Emergency <br />Aid Program Funds <br />RECOMMENDATION <br />Adopt Resolution to declare a homeless shelter crisis in connection with the County of San Mateo <br />application to the Homeless Emergency Aid Program (HEAP). <br />STRATEGIC INITIATIVE <br />Housing <br />BACKGROUND <br />The State of California recently announced a new funding stream to cities called the Homeless Emergency <br />Aid Program (HEAP). HEAP is a $500 million block grant program designed to provide direct assistance to <br />cities and counties to address the homelessness crisis throughout California. HEAP is authorized by Senate <br />Bill (SB) 850, which was signed into law by Governor Brown in June 2018. In order for the City or a non- <br />profit agency to seek HEAP funds for projects in Redwood City, the City Council must pass resolution <br />declaring a shelter crisis in our city no later than December 28, 2018. <br />ANALYSIS <br />The Homeless Emergency Aid Program (HEAP) was established by statute to provide localities with flexible <br />block grant funds to address their immediate homelessness challenges. In January 2018, a count of <br />unsheltered individuals was taken throughout San Mateo County, including Redwood City.
