6.113. - Page 32 of 41 <br />identify mitigation measures for significant impacts and discuss feasibility and <br />implementation factors with City Staff for comment and concurrence prior to <br />completing the study. <br />Task 5 — Background Conditions <br />Consultant will conduct the intersection and freeway impact assessment under <br />Background Conditions without and with the Project. Consultant will develop the <br />Background without Project volumes based on approved developments in the area, <br />tiering off recently completed Background forecasts that were developed as part of <br />the 851 Main Street project. <br />Consultant will complete an impact assessment by comparing the results of <br />Background With Project Conditions to the Background Without Project Conditions. <br />Identification of impacts and potential mitigation measures will be determined as <br />described in Task 4. <br />Task 6 — Cumulative Conditions <br />Consultant will review recent studies conducted in the area, including 851 Main Street <br />and Harbor View to develop Cumulative Without Project turning movement forecasts. <br />Consultant will use the same C/CAG model runs from the Harbor View Project to <br />develop AM and PM peak hour freeway segment and ramp forecasts. <br />Consultant will complete an impact assessment by comparing the results of <br />Cumulative With Project Conditions to the Cumulative Without Project Conditions. <br />Identification of impacts and potential mitigation measures will be determined as <br />described in Task 4. <br />Task 7 — Chestnut Avenue Corridor Analysis <br />Based on the Synchro model and volume forecasts developed for Tasks 3 through 5, consultant <br />will evaluate the Chestnut Avenue corridor between Middlefield Road and EI Camino Real, <br />including the rail road crossing, using SimTraffic. The corridor analysis would be conducted <br />under Existing (Task 3) and Cumulative Conditions without and with the Project (Task 5).
