6.C. - Page 2 of 71 <br />ANALYSIS <br />The developer's engineer completed the parcel map, improvement plans, and specifications compliant <br />with the Subdivision Map Act, Redwood City Ordinances, City Standards, and to the satisfaction of the <br />City Engineer. The parcel map merges the three existing parcels into one. There is an unrecorded PG&E <br />easement on the parcel map for the existing overhead facilities (poles and conductors) within the <br />property. PG&E has executed a quitclaim deed giving up its rights to the easement area that will be <br />recorded. The overhead facilities have also been removed as a part of the project. The existing overhead <br />facilities providing power to 863 Main Street will be relocated to a private utility easement on the <br />southerly side of the merged property. Prior to recordation, the parcel map will be updated to eliminate <br />references to the unrecorded easement of PG&E. The improvements to be constructed as a part of the <br />project includes new water services, a new fire hydrant, sidewalk modifications per Downtown Precise <br />Plan standards, trees, and street and pedestrian lighting. <br />The developer, 855 Main Street RWC, LLC, will post bonds in the amount of $133,949.00 as required by <br />the Improvement Agreement. All work associated with this project is being paid for by the developer. <br />The developer anticipates completion of all improvements in spring of 2020. <br />FISCAL IMPACT <br />There is no fiscal impact to the City as a result of this action. <br />ENVIRONMENTAL REVIEW <br />On June 11, 2018, the City Council certified a Final Downtown Precise Plan Supplemental Environmental <br />Impact Report (SEIR), made related findings and approved a Statement of Overriding Considerations, all <br />as required by the California Environmental Quality Act (CEQA).
