Specific tasks and analysis that would be completed to prepare the Administrative EIR are described below, <br />and in the SEIR Technical Approach to Environmental Issues. <br />Subtask 2.1. Draft Proiect Description and SEIR Outline. Rincon will prepare a detailed project description, <br />including tabular and graphic information, for review by the City. This review is critical, since it forms the <br />basis for environmental evaluation under CEQA. The project description will provide a detailed summary of <br />the proposed Zoning Code and General Plan Amendment. The project description will be based on <br />additional information to be provided by the City. Textual, tabular, and graphic presentation will be used as <br />necessary to facilitate a thorough understanding of the proposed project. <br />Tables and graphics will be prepared to illustrate clearly the changes proposed by this Zoning Code and <br />General Plan Amendment. The project description will include: <br />§ A thorough explanation of proposed changes to the Zoning Code and General Plan <br />§ A discussion of planned development characteristics at buildout <br />§ Features that have been incorporated into the project to minimize potential environmental Orland <br />use conflicts, if any <br />§ Tables illustrating project characteristics and the degree of change from existing conditions and <br />currently -adopted Zoning Code and General Plan standards <br />§ Supporting graphics <br />A complete outline of all SEIR sections and subsections will be provided for City review with the Project <br />Description. <br />Rincon will provide the City with an electronic version of the draft project description and outline for <br />review. <br />Subtask 2.2. Develop Alternatives. The General Plan Final EIR evaluated alternatives to the proposed <br />project. These alternatives will be discussed in the SEIR. The alternatives analysis will include the <br />CEQA-required No Project Alternative. The No Project Alternative will analyze what would occur if the <br />currently approved General Plan and Zoning Code standards were retained. One or two additional <br />alternatives will be identified during the course of the study in consultation with City staff and the <br />applicant, with the intent of reducing significant impacts identified in the environmental analysis. <br />The Alternatives section will include a tabulation to show a summary comparison of the effects of the <br />proposed project to those of the alternatives. <br />Subtask 2.3. Administrative Draft SEIR Analysis. Upon City approval of the Project Description, Rincon will <br />begin preparation of the Administrative Draft SEIR. This task includes all components necessary to complete <br />the environmental impact analysis. <br />Five bound copies and one digital copy of the ADEIR will be delivered to the City's project manager for <br />review and comment. Each major section of the ADEIR is described below. The scope of work for assessing <br />potential environmental Impacts of the proposed project is detailed in the SEIR Technical Approach to <br />Environmental Issues below. <br />Subtask2.3.1. Executive Summary. The EIR will contain a summary of the proposed project and associated <br />environmental consequences. This information will be presented in tabular format to simplify review by <br />decision -makers and the general public.
