The summary will also note areas of known controversy and an assessment of the alternatives reviewed <br />and their associated impacts. The summary will also include identification of the environmentally superior <br />alternative and the rationale for its selection as such. <br />Subtask 2.3.2. Introduction, Project Description and Environmental Setting. The EIR will provide introductory <br />sections that lay the groundwork for and summarize the substantive analysis to follow. The introduction will <br />describe the purpose and legal authority of the study, the relationship of the SEIR to the General Plan Final <br />EIR, and will provide a discussion of lead, responsible and trustee agencies. The Project Description section <br />will consist of the Project Description that was prepared in conjunction with Subtask 2.1. The environmental <br />setting will provide a general description of the urban geographic character of the City of Redwood City and <br />the immediate project area vicinity at the time of NOP distribution. The setting will be based on existing <br />data sources, including the City's General Plan and ordinances, and other relevant environmental <br />documents prepared during recent years, supplemented with observations during a site reconnaissance. <br />Subtask 2.3.3. Environmental Impact Analysis. The main body of the EIR will consist of the assessment of <br />potential environmental impact analysis of the proposed project. The setting portion of each impact section <br />will describe the applicable environmental conditions of the project area, and will reference recent <br />technical studies for the project area whenever possible. <br />If existing data does not allow definitive quantification, reasonable assumptions will be used to qualitatively <br />forecast potential impacts. Cumulative impacts will be discussed within this analysis, but at a lesser level of <br />detail than the General Plan impacts. Mitigation measures may include a range of design measures and <br />programs. All mitigation measures will be presented in wording that can be directly applied to conditions of <br />approval and will include monitoring requirements. Some mitigation measures may be implemented or <br />confirmed at the time individual development permit applications are submitted for individual lots and <br />development projects within the project area. <br />The impact analysis section will include a statement of the significance thresholds that were used to <br />determine if an impact would have the potential to result in a significant environmental effect. Impacts of <br />the proposed project when compared to existing conditions in the area will be identified, as will cumulative <br />impacts resultingfrom regional growth. <br />Conditions where the proposed mitigation measures would not reduce the identified impacts to a less than <br />significant level will be clearly identified. Secondary impacts of mitigation measures will also be discussed. <br />The section will describe the level of significance after mitigation. This will be a brief statement noting <br />where any significant impacts would remain after mitigation measures are applied. This section will also <br />note whether Impacts related to each issue are significant and unavoidable, significant but mitigable, less <br />than significant, or beneficial. <br />Subtask 2.3.4 -Alternatives. This section will be prepared in accordance with the requirements of the CEPA <br />Guidelines Section 15126(f). The purpose of this section will be to promote informed decision-making and <br />to evaluate a reasonable range of project alternatives, with an emphasis on alternatives capable of reducing <br />significant impacts identified in the environmental analysis. The alternatives studied will be those <br />developed in Task 2.2. This section will identify the "environmentally superior alternative."
