General Plan EIR and/or from more recent traffic studies that have included a cumulative <br />scenario and that have provided forecasts for intersections along the study roadways. <br />Consultant will obtain any new traffic studies conducted since 2010 and will adjust the future <br />link traffic volumes based on those studies. <br />• Project Trip Generation, Distribution, and Assignment. Transportation study will estimate the <br />number of new peak -ho ur trips that would be generated by increased development density on <br />the rezoned sites. Consultant will rely on the City to provide data about the potential <br />development sizes, expressed in number of units and/or square -footage. Study will assign the <br />new trips to the study roadway segments based on trip patterns documented in various traffic <br />studies. The trip generation and assignment will be submitted for approval by City staff prior to <br />proceeding with subsequent tasks. <br />• Evaluation of Project Conditions. Consultant will add the new trips generated by the potential <br />zoning changes to the roadway link volumes. For each roadway link, Consultant will calculate <br />whether deficiencies reported in the General Plan EIR would get worse with the rezoning or <br />whether any new impacts would occur. For any significant impacts, Consultant will identify the <br />applicable General Plan EIR mitigation orwill develop new mitigation measures, if necessary. <br />• VMT Analysis. For each site that would be rezoned, Consultant will report the average VMT <br />per capita based on information available from MTC. For zones that would be above the <br />regional average, Consultant will describe ways for the VMTto be reduced. <br />Utilities and Service Systems. Consultant will compare impacts on water supply and service systems, <br />wastewater conveyance and treatment systems, and solid waste collection and disposal systems from <br />the General Plan EIR to the zoning amendment. <br />Other Options <br />If at any point during the preparation of the Supplemental EIR, the City in consultation with Rincon <br />concludes that a different environmental document is appropriate, including but not limited to a <br />Subsequent EIR or an addendum under CEQA Guidelines Sections 15162 or 15164 respectively, the City <br />and Rincon agree to negotiate an amendment to this agreement revising the tasks set forth above as <br />appropriate. The City Manager is authorized to execute such an amendment provided that the total <br />amount of $92,527 set forth below is not exceeded. <br />Timeline <br />Rincon has an excellent reputation for adhering to schedules and meeting milestones. Based on the <br />project understanding and the analyses required by the City, Rincon will complete the administrative <br />draft supplemental EIR within 12 weeks after receiving notice to proceed and all necessary project <br />information. Consultant will prepare the public review draft supplemental EIR within approximately 4 <br />weeks of receipt of City comments and will prepare the supplemental EIR within approximately two <br />weeks of receipt of all public comments on the supplemental EIR. <br />REV: 11-13-18 PR <br />Page 14 of 15 <br />ATTYlAGR.2018.263/Rincon Consultants, Inc. <br />
