Task 5 — Prepare CEQA Findings and Statement of overriding Considerations. Rincon will prepare the CEQA <br />Findings and Statement of Overriding Considerations for the project based on the impact conclusions of the <br />SEIR. The Draft CEQA Findings will be submitted alongside the Final SEIR, and will contain a discussion of <br />alternatives, including the rationale for rejecting each project alternative, using in part the project objectives. <br />The Final CEQA findings will be submitted within one week of receipt of any City comments on the Draft <br />CEQA Findings. This task will comply with CEQA Guidelines Sections 15091 and 15093 and will be submitted <br />in a City -approved electronic format. Rincon will prepare an administrative draft version of the CEQA <br />Findings for City review, will address one round of consolidated City comments, and submit a final version of <br />the document. <br />Task 6 — Staff Meetings and Public Hearings. During the course of SEIR preparation, Consultant anticipates <br />attending up to five meetings with staff, as requested in the RFP. These meetings would be scheduled at the <br />discretion of the City. Rincon's project manager or principal -in -charge will also attend and present the <br />conclusions of the SEIR at up to four public hearings associated with this scope of work, also as requested in <br />the RFP. <br />Technical Approach to Environmental Issues <br />The technical approach to analyzing each potential environmental issue is described herein, if any changes or <br />altered circumstances lead to a determination that additional issues are required for examination, additional <br />budget and a modified scope of workwould be required. <br />Based on review of the project and analysis completed to date, the following environmental issues will be <br />addressed in detail in the SEIR. <br />Aesthetics. The aesthetic analysis will consider such issues as alteration of public views, changes in visual <br />character, and increased light and glare in comparison to the General Plan EIR. <br />Air Quality. Consultant will prepare this section in accordance with Bay Area Air Quality Management District <br />(BAAQMD) Guidelines. Consultant will analyze both temporary construction effects and long-term regional <br />effects and compare growth potential underthe General Plan EIRto the zoning amendment. <br />Noise. Consultant will compare the noise impacts from the additional traffic based on the transportation <br />studyto the General Plan EIR impacts. <br />Population and Housing. It is not anticipated that the zoning amendment would displace people or housing. <br />Therefore, this section will focus on a comparison of General Plan population and housing estimates to the <br />zoning amendment estimates. <br />Public Services and Recreation. Consultant will address potential impacts relating to police protection and <br />fire protection services, schools, and parks and recreational facilities in comparison to General Plan EIR. <br />Transportation. Consultant will provide a transportation study using Hexagon to identify whether there <br />would be any new transportation impacts, as a result of the rezoning, compared to the General Plan EIR. The <br />General Plan transportation analysis looked at levels of service on a number of roadway links throughout the <br />City. Study will estimate the new trips generated by the potential rezonings and add them to the traffic <br />volume in the EIR. Study will identify new impacts and describe mitigation in the General Plan EIR and <br />augment it if necessary. In addition to roadway volume, the transportation study will describe how the <br />rezonings affectvehicle miles traveled (VMT). <br />The tasks to be included in the traffic analysis are: <br />• Future Traffic Forecasts.
