<br />8A <br />Page 5 <br /> <br />Government code Section 66016. <br /> <br />Description of Proposed New Fees and Deposits <br />The following are either proposed new permits or processes and their associated charges; <br />or proposed charges for permits or processes that already exist in City codes but for which <br />fees or deposits have never been set. <br /> <br />. Conceptual Design Plan <br />The Cost Recovery Program approved by Council for projects of 114 acre or larQer includes <br />a provision for a pre-application process called a 'Conceptual Design Plan' which provides <br />for an initial deposit that is used by staff to review a very early concept of a possible <br />development. This early review is advantageous to both the City and the developer. The <br />City receives compensation for considerable time spent in advance of any formal <br />application; and the developer receives early feedback which can avoid expensive <br />mistakes later. This proposal would create the same mechanism for projects smaller than <br />'Y,¡ acre. <br /> <br />. Planned Community Permit <br />When the Council established Precise Plans in 2002 (Ordinance No. 1130-315), individual <br />projects seeking approval within a precise plan area were intended to be approved with a <br />Planned Community (PC) Permit. No fee or deposit was ever defined, and so the Finance <br />Committee is recommending one be established. <br /> <br />. Sign Permit - Signs on Public Right-of-Way <br />A Permit to review and process sign applications located on City-controlled lands, including <br />signs hung over the public right of way, portable signs on the sidewalk, banners on City <br />poles or other structures. The proposed fee would cover the investigation, review, and <br />preparation of the written notification. <br /> <br />. Sign Permit - Temporary Signs on Private Property <br />A Permit to review and process sign applications for temporary banners (Le. signs installed <br />for up to 90 days per year) located on private property, such as "Grand Opening Signs" or <br />"Going out of Business" signs. The proposed fee would cover the investigation, review, and <br />preparation of the written notification. <br /> <br />. Sign Exceptions <br />In certain circumstances an owner may want to deviate from the City sign requirements. <br />This permit allows the City to make such an exception upon the making of certain findings. <br />The proposed deposit would cover the investigation and preparation of the necessary <br />findings. <br /> <br />. Sign Conformance Permit <br />Used where a business has installed a sign, or modified an existing sign, without proper <br />planning approvals. <br /> <br />.
