This fee would cover the Zoning <br />Administrator's review of the application and formal written decision. <br /> <br />Section 18B.9 of the Municipal Code also includes a requirement for a Sexually Oriented <br />Business Performer Permit (with an associated fee to be set by Council) to be issued by <br />the Zoning Administrator3. The Finance Committee did not recommend a fee or deposit for <br />such Performer permits. <br /> <br />. General Plan Maintenance Fee <br />The General Plan is the overall Planning document for the City and periodically requires <br />extensive revision and updating. This proposed fee (charged as a percentage of building <br />permit valuation) would generate funds specifically earmarked for the next General Plan <br />preparation. The Finance Committee reviewed data on the average amount of building <br />permit valuation over the past decade. Assuming this average level of activity over the <br />next decade, this General Plan Maintenance Fee would generate approximately $816,000 <br />for the City's next General Plan preparation4. <br /> <br />. Legal Advertisements in Newspaper <br />A legal advertisement is required by law for public notice of hearings. The proposed fee <br />covers the cost of such an advertisement and the associated staff time. <br /> <br />. Geographic Information System Fee <br />The City's Geographic Information System (GIS) computer program maintains parcel, land <br />use, and mapping information for staff and the general public. GIS is used to display maps <br />and exhibits, and assists in land use studies. The proposed fee (as a percentage of the <br />permit base fee) would cover the maintenance of data and periodically updating the <br />software features. <br /> <br />. Use Permits without Public Hearing; and for Temporary Uses <br />Currently, the City has only one form of Use Permit, and a standard fee of $400 which <br />applies whether the permit requires a public hearing or not; or whether the use is on-going <br />or temporary. This report recommends the creation of separate processes, and different <br />costs, for projects that do or do not require public hearings; and for temporary uses such as <br />pumpkin and Christmas tree sales. <br /> <br />. Condominium Permit <br />A permit issued by the City authorizing and approving either the construction of <br />condominiums or conversion of apartments to condominiums. The provision for a <br />Condominium Permit is in Article II, Section 30.134 of the Municipal Code, but no fee or <br />deposit has ever been established. The Finance Committee recommends the <br />establishment of a deposit. <br /> <br />3 There are no known uses in Redwood City that have such performers. <br />4 Genera!
