One of the elements
that is significant to the community, is the fact that it was and continues to be a
workingman's neighborhood, per the consultant's studies on the people that lived in the
homes and who built them.

Mr. Passanisi stated there is no decision to be made tonight as far as the historical
district. The Planning Commission will determine whether to hold a public hearing in the
future.

Chair Seybert asked if the Planning Commission agrees to move forward with a public
hearing, what are the next steps. Mr. Jany replied that once the Planning Commission
makes a decision. as. to whether. or not to set a. public. hearing, a. hearing would take
place and then the Commission would be expected to make a recommendation to the
City Council. After the City Council receives the recommendation there is a another time
frame involving another public, hearing and, the. City Council. is, expected to, make a
decision whether to designate this area as a historic district.

Commissioner Codding stated that if the district has not been designated a historic
district and there is an application to change a property, does that property itself have to
be designated a historic landmark for this code section to apply. Mr. Jany replied that
there. would be two types of properties within ,the districLboundaries;properties. ,thaLare
contributing to the district and have landmark status and properties that are non-
contributing in the historic district. These last ones have no status as a landmark but

Pagetof5
