<br />88 <br />Page 35 <br /> <br />because they are within or adjacent to a resource then staff would be focusing on <br />compatibility between the old and the new. <br /> <br />Commissioner Cronin asked when you identify one of these properties as a contributing <br />structure and the property goes on sale, are there restrictions associated with that? Mr. <br />Jany replied in the affirmative and stated that the designation of a district and a historic <br />landmark and contributing structure is recorded on the title of the property. <br /> <br />Chair Seybert stated that theseissues will be dealt with at thepubJic hearing stage. <br /> <br />Commissioner Radcliffe also added that there are 20% income tax breaks for <br />contributing properties especially if it gets to the National level. <br /> <br />PUBLIC COMMENT <br />Judy Fierstein, homeowner in Mezesville neighborhood, is in favor of making this a <br />historic district. and retaining. the flavor and character. She is proponent of the <br />Redevelopment plan and its promise to revitalize the City. Development will be most <br />successful by retaining the charm that is already there. <br /> <br />COMMISSION COMMENTS <br />Commissioner Gee asked if the district were to be approved by Council is there an intent <br />to try to improve the streets cape within this district back to an urban character that <br />matches the architecture or will diagonal parking and loading zones remain? Mr. Jany <br />replied that the district's "fabric" is linked to its components and grain which focuses on <br />the structures. The new proposed map by the consultant has removed a lot of the large <br />apartment buildings that were originally part of the early proposal. <br /> <br />Commissioner Gee questioned that the urban fabric doesn't begin at back of sidewalk, it <br />begins further out. If the district were to be drawn at center line of street how do you <br />deal with the streetscape that is surrounding the historic district that doesn't seem to be <br />consistent with the character or architecture of the neighborhood? Mr. Jany replied that <br />when you designate an historic district the boundaries are contained within this line, the <br />streets are part of the district and therefore, in this case, the planter strip area and trees <br />are part of the urban street fabric that belong to the district. It goes beyond the property <br />line, at least to the curb. <br /> <br />Commissioner Gee stated if the historic district is reflective of the character of the <br />neighborhood, then it needs to apply to everything including the City's right of way <br />because they areal! part of the urban fabric. <br /> <br />Commissioner Paulson aSked about the influence that the Planning Commission would <br />have within design review process to make sure that changes are appropriate for the <br />neighborhood. Mr. Jany replied that article 45 of the Zoning Ordinance for design review <br />and HRAC recommendations to the Planning Commission address compatibility. <br /> <br />Mr. Jany stated that there could be a sign program created for contributing structures. <br /> <br />Judy Fierstein commented that the plantings along the street make a huge difference <br />and can soften the transition. There might not be cobblestones, but if you had some big <br />trees on both sides of the street it makes the feel very different. <br /> <br />Rochelle Kirchner, Manager of the building at 755 Brewster, said that she was still <br />unsure of what to do with properties on 303 and 313 Fuller Street. 303 Fuller is not in <br />Page 2 of 5 <br />
