<br /> 8A <br />REPORT Page 1 <br /> To the Honorable Mayor<and City Council <br /> From the City; Manager <br />May 221 2006 <br />Subject <br />HOPE Plan to End Homelessness in San Mateo County. <br />Recommendation <br />The Housing and Human Concerns Committee recommends that Council endorse the <br />HOPE Pfan to End Homelessness in San Mateo County~ <br />Background <br />As an entitlement city for Community Development Block Grant (CDBG) and HOME <br />Investment Partnership Funds (HOME) under the Federal Department of Housing and <br />Urban Development (HUD), the City of Redwood City annually allocates funds based on <br />the cityJs Consolidated Pla.n. Redwood City's Consolidated Plan for 2005-2010, approved <br />by Council on May 91 2005, is a short-term plan for the proposed use of federal funds to <br />identify and address the needs of Redwood City residents who are earning below the area <br />median income and/or at poverty level~ <br /> ..... . <br />The theme of Redwood City's five-year plan is Building Community Through Housing <br />Production and Basic Human Needs. The strategy focuses on the social and physical <br />needs of persons who are at-risk of homelessness or who are homeless and in need of <br />adequate, affordable~ and available permanent housing. The strategy couples housing <br />programs with supportive services and neighborhood and community improvements that <br />will improve the appearance of neighborhoods occupied primarily by low-income <br />households. <br />One of the mandatory components of a Consolidated Plan is the existence of a Homeless <br />Continuum of Care in the community being served. Redwood City meets this requirement <br />. by participating with staff representation in San Mateo County's Homeless Continuum of <br />Care Steering Committee and by incorporating the Continuum of Care's strategies into our <br />Consolidated Plan. <br />Overthe last couple of years, HUD has begun to require that all Homeless Continuums of <br />Care develop ten-year plans to end homeJessness. As a result, in April 2005, County <br />Supervisors Jerry Hill and Mark Church issued the invitation that brought together 150 <br />representatives from all sectors of the community with a mandate to create a plan to end <br />homelessness in San Mateo County~ Staffed by the Human Services Agency, this <br />planning process became known as HOPE (Housing Our People Effectively). Several <br />members of the H Dusing and Human Concerns Committee and City staff participated in the <br />process over a 1 Q-month period~ Councilmember Jeff Ira and Mayor Barbara Pierce <br />participated in the leadership committee. <br />The County Board of Supervisors endorsed the final plan in March 2006 and has invited <br />other jurisdictions, businesses, organizations, and churches throughout the county to do <br />
