8A

the same. In brief, endorsement of the plan means: Page 2

- Supporting the vision, principles, overarching result and goals of the HOPE Plan;
and,
.. Participating actively in the implementation of the recommendations put forth in the
HOPE Plan.

The Housing and Human Concerns Committee (HHCC) reviewed and discussed the plan
at their April 25th meeting and voted unanimously to recommend Council endorsement. By
endorsing the plan~ the HHCC felt that Council would provide an important "early"
statement of support from a City that has already exercised leadership in this arena
through our Consolidated Plan and Annual Actual Plans for use of HUD entitlement funds
received by Redwood City. The plan's focus on "ending" homelessness1 not just
"managing" homelessness is particularly appealing, and because the problem is much
larger than just one city, the idea of engaging in active collaboration county-wide to address
the issue represents a significant opportunity to meet this goal.

The plan1s implementation timeframe incJudes a formal public launch of the plan in mid-
June and win include the names of the uearly" endorsers.

Alternative
Council could choose not to endorse the HOPE Plan or to direct the HHCC and/or staff to
bring back additional information.

Fiscal Impact
There is no direct fiscal impact. Endorsement of the HOPE plan does ".not require
allocation of funds to the plan nor does it obligate the City to contribute at a future time to
any particular project or projects. Any allocation of funds for projects related to the HOPE
plan would come before the Council through our existing process.

~,//7 ","") U,..,......,""y .,.~" ~"""""~,...".

~/ ,-'.' ~.~

~.~~ / .(:$2-- -- >~~_./

erl Chin Connne Centeno
Human Services Manager Directorl Parkst Recreation,
And Community Services
Attachment
1) Summary of HO PE Plan.
2) Full Version of HOPE Plan~
3) HHCC Analysis of HOPE Plan/Endorsementz
4) Initial list of endorsers of HOPE and organizations currently considering
endorsement of HOPE.
