<br /> 8A <br /> Page 3 <br /> HHCC Analysis of Housing Our People Effectively (HOPE) <br /> Plan/E nd orsement <br />What Endorsement Means: <br />Endorsement as defined by the HOPE Planners is - <br />... Supporting the vision, principles) overarching result and goals of the <br /> HOPE Plan; andr <br />- Participating actively in the implementation of the recommendations put <br /> forth in the HOPE Plan~ <br />Endorsement would indicate that Redwood City supports the overall objective of <br />ending homelessness in San Mateo County over the next 10 years~ <br />Endorsement does not mean that the City is committing to implement each <br />initiative outlined in the plan. Rather, the City is committing to the overall concept <br />of the plan - and is expressing its willingness to participate in the implementation <br />process~ Any specific projects or policy changes requiring Council approval <br />would come before the Council at the appropriate time. <br />Advantages: <br />. The problem of homefessness is larger than our own community and <br /> needs to be addressed in a larger context. <br />. Allows us to be a player in a larger forum for affordable housing <br />. Gives us a bigger arena to secure funding. <br />. Helps us address the presence of homeless individuals in our downtown <br /> area <br />. I ncludes focus on discharge planning from hospitals} jails, etc. This would <br /> have a positive impact for Redwood City given the number of individuals <br /> discharged from the local hospitals and the county jail- some of whom <br /> currently have nowhere to go once they are discharged~ <br />. Plan is well put together; lots of good Hbrain-poweru went into this~ <br />. By endorsing early on, Redwood City can help build the momentum for the <br /> plan and help get other cities to do what we're doing. <br />. As other cities endorse the HOPE Plan and engage in the issue of <br /> homelessnessr this will lessen our burden as a city~ <br />. Because the HOPE Plan does not call for a Joint Power Authority, it <br /> provides a framework for coordinated action without being a binding <br /> structure. This allows for flexibility in the implementation of the plan. <br />. Helps to promote a consistent approach to homelessness throughout the <br /> county. <br />. Plan includes an initiative to provide training and technical assistance to <br /> expand the number and capacity of Community Housing Development <br /> 1 <br />
