Point -of -Use Treatment Alternatives: A summary of point -of -use treatment
alternatives to address the corrosivity of the RW will be included. Level of effort for
onsite treatment includes summary of onsite treatment alternatives previously
considered in the RW Quality Study prepared by Kennedy/Jenks in 2017. These
alternatives consist of Aerated Nitrification Filter and Ion Exchange, and Reverse
Osmosis (RO) with Ion -Exchange Pre -Treatment. The summary will include order -of -
magnitude costs.
Utilize existing cooper pipe: Identify the anticipated useful life for various types of
copper relative to the City's current RW quality.
In situ interior copper pipe lining: Consultant will research and evaluate the
applicability and reliability of in-situ copper pipe lining such as ePIPE and Nuflow as a
potential alternative to service commercial buildings. Consultant will utilize the Water
Environment Federation (WEF) LIFT program as a means to gather information
regarding entities that have utilized in-place lining. A written survey with questions will
be e-mailed to the entities identified as having used in-place lining to document reliability
and performance. A summary of in-place copper pipe lining installations, effectiveness,
relative cost, constraints, risks, and limitations will be included in TM2.
Assumptions:
• A total of ten (10) entities are assumed for survey of insitu interior copper lining.
• The findings of Task 2 will be documented in TM2 (Task 4).
Task 3- Survey of Municipalities to Document Indoor Use of Plastic
and Stainless Steel Pipe in Commercial Buildings
Consultant will utilize the Water Environment Federation (WEF) LIFT program as a means to
gather information regarding municipalities with known indoor RW use to determine if they have
approved/allowed the use of plastic pipe, stainless steel pipe, or other non -copper pipe for
indoor RW use. The focus of the outreach/survey will be to obtain information from entities in
California (Bay Area) and the west coast but may also include entities across the US.
Consultant will prepare a list of survey questions and will survey up to thirty (30) entities via e-
mail and document their responses. The survey will include:
• The RW quality of the municipality.
• The reason(s) the alternative pipe materials were approved/allowed.
In addition to surveying municipalities with indoor RW use, Consultant will identify other entities
that use/allow the use plastic and stainless steel pipe inside of commercial buildings to survey.
Assumptions:
• Level of effort assumes survey of up to 30 entities. A summary of results will be
documented in TM1 (Task 4). Survey specifics will be included in an attachment.
Task 4 — Preparation of Technical Memoranda and Technical Report
REV: 11-08-18 VR Page 10 of 14
ATTY/AGR.2018.262/Kennedy Jenks Consultants / Piping Alternatives Study
