7. PUBLIC HEARING <br />7.A. Second Public Hearing to Receive Community Input Regarding the Creation of <br />a District -Based City Council Election System <br />Recommendation: <br />1) Receive a report from staff on the districting process and permissible criteria <br />to be considered to create district boundaries; and <br />2) Conduct a public hearing to receive public input on district boundaries. <br />CEQA: <br />This is not a project under California Environmental Quality Act (CEQA) <br />Deputy City Manager Alex Khojikian introduced the item. Shalice Tilton of the <br />National Demographics Corporation (NDC) made a presentation. <br />Mayor Bain opened the public hearing and the following members of the public <br />spoke: <br />• Alberto Garcia <br />• Steve Chessin <br />M/S Borgens/Aguirre to close the public hearing. The motion passes <br />unanimously by voice vote. <br />7.B. Request for a Zoning Amendment to amend Article 60 (Zoning District <br />Boundaries — Maps) for the property at 515 Veterans Boulevard to add a <br />Vehicular Combining District to the existing Industrial Park zoning designation <br />to conditionally allow vehicle sales and service uses (602) MO 18-222 <br />Recommendation: <br />Hold a public hearing, and introduce an Ordinance amending the Zoning Map to <br />rezone the property at 515 Veterans Boulevard to Industrial Park—Vehicular. <br />CEQA: <br />Project Consistent with General Plan or Zoning (Section 1518) <br />Associate Planner William Chui made a presentation. <br />Mayor Bain opened the public hearing.
