Adopt a resolution, with exhibits, adopting the Conflict of Interest Code for the City of <br />Redwood City and repealing Resolution No. 15527; and <br />2. Adopt a resolution, with exhibits, adopting a Conflict of Interest Code for the Successor <br />Agency to the Redwood City Redevelopment Agency and repealing Successor Agency <br />Resolution No. SA 16-02; and <br />3. Adopt a resolution repealing Oversight Board Resolution No. 15528; and <br />4. Approve Local Agency Biennial Notice <br />STRATEGIC INITIATIVE <br />Government Operations <br />BACKGROUND <br />California law requires designated public officials to disclose their economic interests to the <br />public. Public officials designated by statute who disclose economic interests include City <br />Council Members, Planning Commissioners, City Attorneys, City Managers, and City Treasurers. <br />These positions are specified in Government Code section 87200 and are often referred to as <br />"Code 87200 filers". The purpose of the disclosure requirement is to alert both public officials <br />and the public to any personal economic interests that may be affected during the public <br />official's performance of duties. The disclosure occurs through the filing of the Form 700 - <br />Statement of Economic Interests upon taking office, on an annual basis, and upon leaving <br />office. <br />ANALYSIS <br />The Political Reform Act of 1974 requires all government agencies to adopt a local Conflict of <br />Interest Code. The purpose of the local code is to require certain employee classifications (in <br />addition to Code 87200 filers) to make some level of economic disclosure, depending upon <br />their position and likelihood of influencing decisions where they might have an economic interest <br />at stake. According to the Fair Political Practices Commission (FPPC) "...the code must list all <br />agency positions that involve the making or participation in making of decisions that may <br />foreseeably have a material effect on any financial interest." The Conflict of Interest Code <br />designates employees, members of boards, commissions or committees, City officers, and <br />consultants if applicable, who by virtue of their positions, make or participate in making <br />decisions which may affect their financial interests and who therefore must disclose these <br />interests on the Fair Political Practices Commission Form 700 — Statement of Economic <br />124 <br />
