6.G. - Page 2 of 30 <br />Interests of Designated Employees. <br />The Political Reform Act further requires government agencies to review its local Conflict of <br />Interest Code every two years to determine whether the Code must be amended. <br />Amendments may include addition or deletion of positions, changes in position titles or changes <br />to designation of disclosure levels. The last review and update of the Redwood City local Code <br />occurred in October 2016. It has been determined that the Code requires updating and the <br />City Council, as the Code reviewing entity, was provided with the 2018 Local Agency Biennial <br />Notice (Attachment C) and asked to take such action. <br />City Department Heads were provided the opportunity to review and revise their respective <br />departments' list of classifications and disclosure categories within the Conflict of Interest Code. <br />The Successor Agency Conflict of Interest Code is also included. <br />The following is a summary of the proposed updates: <br />The addition of positions that will be involved in financial decision making: <br />• Capital Improvement Manager (Administrative Services Department) <br />• Principal Analyst — Finance (Administrative Services Department) <br />• Senior Transportation Planner (Community Development Department) <br />Position title changes: <br />• Customer Support Services Specialist is now Water Resources Specialist (Public Works <br />Services) <br />• Senior Construction Technician has moved from Public Works Services Department to <br />Community Development Department <br />FISCAL IMPACT <br />The costs related to processing the Statements of Economic Interests are part of the City Clerk <br />Department budget. <br />ENVIRONMENTAL REVIEW <br />The proposed action is not a "project" for purposes of CEQA, as that term is defined in CEQA <br />Guidelines Section 15378, because it has no potential for resulting in either a direct or foreseeable <br />physical change in the environment. <br />PUBLIC NOTICE <br />Public Notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />ALTERNATIVES <br />It is an FPPC requirement that the Conflict of Interest Code be reviewed every two years and <br />appropriate amendments be made. The City Council can choose not to accept and approve the <br />amendments.
