6.D. - Page 1 of 5 /<�ik Redwood CitylCallifornia Faunded 1867 A,&/ DATE: January 14, 2019 SUBJECT STAFF REPORT To the Honorable Mayor and City Council From the City Manager Award of Contract — 2018 Hoover Field Synthetic Turf Replacement Project RECOMMENDATION By motion, approve, and authorize the City Manager to execute the contract documents and award the standard form contract 00520 for the 2018 Hoover Field Synthetic Turf Replacement Project to Fieldturf USA, Inc. of Montreal, Quebec, Canada for their responsive and responsible combined base bid and add alternate bid #1 and #2 of $1,628,889.02, waive certain minor irregularities as set forth in the staff report, and authorize the City Manager to increase the contract amount, if necessary, up to 10% of the amount awarded. STRATEGIC INITIATIVE Community for All Ages BACKGROUND The fields at Hoover School are two heavily used community facilities. The turf that currently exists on both fields was installed approximately eight years ago and has reached the end of its functional life. The playing fields are used year round for soccer, baseball, softball, and other field sports by both the local community and visiting tournaments. On November 19, 2018 City Council authorized the suspension of the Purchasing Ordinance requirements and authorized a sole sourced turf replacement product in the bid documents as an alternate bid item. Staff also included a second bid alternate item for shock pads to be installed in the field. The bid process requires the City to select lowest responsive and responsible bidder, based on the base bid amount only. The City hired Verde Design, Inc., a park and athletic planning consultant, to prepare plans and specifications to renovate the synthetic turf.
